The U.S. Geological Survey, working with other federal agencies, has efforts underway to study, plan, and mitigate landslide risks. So have some communities across the country. Many deal with landslides as part of flood control, erosion control, hillside management, earthquake hazard mitigation, road stabilization, and other programs. Perhaps the most common reminders of landslide risks are those "Watch For Falling Rocks" highway signs. Although "sliding rocks" is more apt, very few get to see a land slide. Occasionally we see small rocks or debris on the pavement, but a large size slide usually starts with such small incidents. Visually, a landslide resembles a snow avalanche, only with a louder rumbling noise, and is capable of generating enough force and momentum to wipe anything in its path. One such devastating landslide wiped entire towns and villages in Columbia in 1985 when 20,000 died. The pictures you see on this web site (including the background of this page), are recent examples from around the country. They show what's left after a slide. In some cases, only the rail or pavement is mangled, in others a house or building crushed, but in almost every aftermath, the losses are real, the damages total, and the terrain changes permanent.

Though incited by snowmelt, rain, poor excavation, or earthquakes, they sometimes startle the unsuspecting homeowner with the ferocity of their rapid movement, or the slow stretching of the once peaceful terrain. Landslides constitute a major geologic hazard because they are widespread, occurring in all 50 States, and cause $1-2 billion in damages and more than 25 fatalities on average each year. Landslides pose serious threats to highways and structures that support fisheries, tourism, timber harvesting, mining, and energy production, as well as general transportation. Landslides commonly occur with other major natural disasters, such as earthquakes and floods. They exacerbate relief and reconstruction efforts, and expanded development and other land use has increased the incidence of landslide disasters. Geologic Hazards on the Oregon Coast Coastal landslides The Oregon coast is the scene of ongoing landslides, which can be directly correlated with erosion by high winter waves and increased rainfall during the major storms of January and February. Storm surges have caused considerable coastal damage by eroding sand and cutting away at headlands, which leads to sliding. Once again, human intervention has been responsible for altering beach processes and changing patterns of deposition and erosion. Considerable money and effort have been expended to halt coastal erosion, which in places carries away as much as two feet per year. Much of the problem can be attributed to a poor understanding of coastal processes. Sea walls and riprap, as well as housing on sand spits and headlands, quite often result in effects opposite those desired. Examples in the historic record are numerous. A jetty constructed on the northside of Tillamook Bay restricted the flow of sand down the coast to Tillamook Spit, where the community of Bay Ocean had been built in 1910. A post office, indoor pool, hotel, bowling alley, and 59 homes had been placed on the unconsolidated sand, which began to disappear in less than a decade. Retreating at around 50 feet per year, the spit was breached in 1939, and the community destroyed by 1940. A large landslide in Tillamook County blocked 600 feet of Highway 6 on April 4, 1991, with 500,000 cubic yards of rock and soil partly damming the Wilson River. This highway has been closed annually by mudslides or rock-falls, and the 1991 episode took nearly two months for debris removal at a cost exceeding $2 million. The slide occurred when soils on the steep slope became saturated from nine inches of winter rain in two days. Cracks appeared along the upper planar slide and permitted infiltration of runoff to saturate soils. The soil liquefied immediately before movement. When the event took place, the slide was being monitored, and an attempt was being made to drain the slide block.

The debate centers around whether to allow homeowners to rebuild on threatened property or not. Recently, the county board of supervisors approved rebuilding, if proper geologic investigation shows that there is no immediate threat of injury or death. The homeowners must then sign a waiver releasing the county from any liability, and any geologic hazard must be clearly indicated in the deed for the property. The average house in the Santa Cruz Mountains has a value of at least $200,000, which naturally introduces a number of interesting legal, economic, and emotional complications to this situation. Santa Cruz is connected to the south San Francisco Bay region by three main arteries (all narrow mountain roads): Highway 17, Highway 9, and the Old Soquel-San Jose Highway. During the earthquake there were landslides on all three, severely limiting access to Santa Cruz. The only unaffected route to the South Bay was Mt. Charlie Rd., the 19th century stagecoach road.
