Krygyzstan as an economic nation to Russia
by Jake Chyun, April 2001 The people, due to their growing distaste of the Mongolians accepted the beginning of the Russian reign on Kyrgyzstan. However their welcome was short lived as the economic policy regarding Kyrgyzstan were severe. Since the First World War, the Russians heavily taxed the Kyrgyzstan people for their land and natural resources. The people soon retaliated with demonstrations, riots and even evacuation to China. During the Reign of Czar, Kyrgyzstan became essentially a bread giver to Russia. The Russians set up mines and farms to collect resources such as metal ores, food, and cotton. In this sense the Russian government expanded the weak Kyrgyzstan economy, by creating jobs and centralizing the work force. Another important factor is that Kyrgyzstan became open to immigrants. New workers from Russia, Ukraine and Uzbekistan soon arrived; this could be a possible explanation for the diversity in Kyrgyzstan. The Kyrgyzstan people with their nomadic backgrounds were not fond of this new system. Before the Russian came to Kyrgyzstan, the people raised cattle through the vast plains, not settling for a prolonged period of time. However, with the new introduction to the Russian economic system, they were almost forced out of their previous lifestyles often giving up their cattle, and lands to conform to the society. The First World War was the turning point for the Kyrgyzstan people. The Russians were losing the war, and they had no option but to start exploiting all the resources that had. There are three detrimental implementations to Kyrgyzstan. First the Russians raised taxes that the people already had a hard time paying. Secondly, many of the Kyrgyzstan men were drafted for the army. And thirdly, a large portion of all-agricultural products was sent to the army. The most interesting thing about these implementations is that they are all interconnected. Farms need men to operate, agricultural products are related to the output of farms, and selling off these agricultural products generates revenue. Thus, we can see the amplification of harm in this order; since men were sent to the army, there were not many who could look after the farms. With the lack of men, the farm produced very little output and hence low revenue.

Publication Page Nezavisimaya gazeta , March 3, 2000 The Reforms in Kyrgyzstan Go Well Carnegie Endowment for International Peace Throughout the former Soviet Union, people are dissatisfied with the standard of living and corruption. This is not surprising. Why did the communists nationalize everything? Because they did not what capitalism to come back. Why did they concentrate all power in the hands of the Nomenklatura? Because they did not want democracy to rise. The communists placed as many poison pills as they just could to sabotage any future development of a normal society. Therefore, the transition is pretty difficult all over the former Soviet Union, and the relevant questions are if a country has turned around and how it is doing in comparison with other post-Soviet countries. This growth performance places Kyrgyzstan among the top performers in the CIS. A natural comparison is the wealthier Kazakhstan which has barely had any growth these years. Russia has had some decline these years. The problem of poverty was inherited from communism, and the change is that it is not openly discussed. The alleged decline in the standard of living does not seem very credible, considering that infant mortality has fallen significantly and higher education has expanded greatly. While the Kyrgyz are right in not being satisfied, nobody else in the region is actually doing better.

1. INTRODUCTION
1.1 Geographical Location
Kyrgyzstan is a small, mountainous, landlocked country in the heart of Central Asia lying between 39 and 43 N and 69 and 80 E, covering 198 000 kms , with a mixed ethnic population of under 4 500 000. The country is bounded to the north by Kazakstan, to the south by China and Tajikistan and to the west by Uzbekistan, and is almost entirely mountainous with only 7% of the land area suitable for arable agriculture. Together with Tajikistan, it is among the poorest of the former Soviet Union republics. The main group, the Kyrgyz, make up about 55% of the population. They are a nominally Moslem people with a long tradition as nomad herdsmen and horsemen, speaking a Turkic tongue. Their traditional life-style and ancestral origin in the Altai and the basin of the Yenisei was not dissimilar to that of the Mongols as dwellers in round tents of grey-brown felt draped and bound over a flexible wooden framework ( yurta in Russian and boz ooyi i.e. 'grey house' in Kyrgyz). The earliest notable residents of what is now Kyrgyzstan were warrior tribes of Saka (also known as Scythians), from about the 6th century BC to the 5th century AD. Alexander the Great met perhaps the stiffest resistance from Saka tribes in his 4th century BC advance through Central Asia. Rich bronze and gold relics have been recovered from Scythian burial mounds at Lake Issyk-Kul and in southern Kazakhstan.
The region was under the control of various Turkic alliances from the 6th to 10th centuries, with a sizeable population living on the shores of Lake Issyk-Kul. Kyrgyzstan was the scene of a pivotal battle in 751, when the Turks and their Arab and Tibetan allies drove a large Tang Chinese army out of Central Asia.
k y r g y z s t a n Ancestors of today's Kyrgyz people probably lived in Siberia's upper Yenisey basin until at least the 10th century, when under the influence of Mongol incursions they began migrating south into the Tian Shan - more urgently with the rise of Jenghiz Khan in the 13th century. Present-day Kyrgyzstan was part of the inheritance of Jenghiz's second son, Chagatai.
Peace was shattered in 1685 by the arrival of the ruthless Mongol Oyrats of the Zhungarian Empire, who drove vast numbers of Kyrgyz south into present-day Tajikistan. When the Oyrats were defeated by the Manchu (Qing), the Kyrgyz became de facto subjects of the Chinese, who mainly left them to their nomadic ways. In the 18th century the feudal tentacles of the Kokand khanate began to encircle them, though the feisty Kyrgyz constantly made trouble from their Tian Shan redoubts. As the Russians moved closer in the 19th century, various Kyrgyz tribal leaders made their own peace with Russia or Kokand. Russian forces slowly rolled over the towns of Kokand, their advance culminating in the defeat of Tashkent in 1865. The Kyrgyz were gradually eased into the tsar's provinces of Ferghana and Semireche.

Chinese diplomat killed in Kyrgyzstan
BISHKEK, Kyrgyzstan (CNN) An employee of the Chinese Embassy in Kyrgyzstan has been killed in an armed assault, the Russian news agency Interfax reported. Two unidentified gunmen with pistols shot and killed the embassy employee Saturday night, Kyrgyz Interior Ministry sources told Interfax. Preliminary reports indicate that the victim served in the post of consul in the former Soviet republic in central Asia. The gunmen attacked the diplomat as he sat in his Mercedes-Benz, killing him, the driver and another Chinese citizen, the sources said. The attackers then fled in another car. Entire Kyrgyzstan government quits
BISHKEK, Kyrgyzstan (CNN) The government of the Central Asian nation of Kyrgyzstan has resigned en masse after five opposition demonstrators died in clashes with police. The resignations took place during a Security Council session on Wednesday, an official from the Kyrgyz presidential press service told CNN. The session had been devoted to discussing the March 17-18 events which occurred in the southern district of Ak-Sy district in the former Soviet Republic. The government has come in for criticism for the deaths of the five demonstrators during a rally calling for the release of the jailed opposition figure Azimbek Beknazarov. Beknazarov, a member of the nation's parliament. was eventually released.
