    Religious Freedom in a Muslim Culture
    The Kuwaiti model. By Doug Bandow KUWAIT CITY, KUWAIT But Kuwait possesses something that many of Muslim nations do not have: Christian churches. Saudi Arabia is renowned for its suppression of religious liberty, including executing apostates. Christian churches have been bombed and burned in Muslim countries ranging from Pakistan to Indonesia. And Christians in Iraq are now worrying about their future, with fundamentalist Shiites no longer restrained by Saddam Hussein's regime. In contrast, Kuwait allows its many Christian residents to worship in peace. "We've never had any serious interference at all," observes Rev. Jerry Zandstra, a pastor at the National Evangelical Church. Ruthless Islamic repression of Christians is not inherent to the Gulf. Christian churches operated in the region as early as the 5th-century A.D. During Ottoman times the British, Dutch, and Portuguese plied the trade routes and practiced their faiths. In 1909 American Dr. Arthur Bennett took up residence in Kuwait, beginning a medical practice that led to construction of a hospital and church. Although the American mission in Kuwait no longer exists, the Christian presence is much bigger today.

    By Peter Berkowitz KUWAIT CITY, KUWAIT In fact, the legal liabilities and social discrimination to which women in Kuwait are subject reach beyond political rights. According to Freedom in the World 2003 , Freedom House's annual worldwide survey of political rights and civil liberties, Kuwaiti women "are legally disadvantaged in matters of marriage, divorce, and inheritance, must have the permission of a male relative to obtain a passport; and cannot confer citizenship on their children." In addition, and though the proportion is growing, women remain under-represented in the labor force. Yet, on a recent trip, I discovered that the picture is not nearly so bleak as a cold recitation of Kuwait's failings might suggest. Indeed, Kuwaiti liberals told me that they are optimistic that time and momentum is on the side of women's suffrage. Although, as American newspapers gloomily reported, the liberals lost seats to the Islamists in last July's parliamentary elections, forces sympathetic to the government retained a majority (which the newspapers failed to mention) in Kuwait's 50-seat parliament. Though lethargic in recent years, the government's backing of women's rights is an important reason that liberals in Kuwait remain hopeful that the national assembly will pass legislation granting women political rights sooner rather than later, perhaps even before the next election scheduled for 2007.

War and cultural heritage:
Lessons from Lebanon, Kuwait and Iraq

My talk today will deal with the cultural heritage of a country that is at war or in a state of civil war. What happens to this heritage, what happens to museums abandoned by their guards or to archaeological sites left unprotected? What happens to these national institutions when they come under attack from mobs or looters in troubled times? I will talk about three such happenings that took place in the Middle East in the recent past, and, because I am an archaeologist, I will begin with the earliest and end with the latest.
The Beirut Museum
In the early days of the civil war, which officially began in 1975, the recently retired Director of the Beirut Museum, Emir Maurice Chehab, a venerable man in his early 70s, shipped the small precious objects, the gold, and other major pieces, to the French Archaeological Institute in Damascus for safe-keeping. Other objects were placed in the underground chambers of the Crusader Castle in Byblos, north of Beirut. The remaining objects stayed in the museum; most of the delicate objects were stored in cardboard boxes in the staff offices on the second floor and the more resilient objects were placed on shelves in the basement storage rooms.

Youth culture is encouraged through free annual art exhibitions and at special studios for free art established in residential areas. The Council sponsors festivals and scientific symposia dedicated for young peoples' culture, and participates in many exhibitions and competitions. Through organising Cultural Weeks in Kuwait and abroad the Council enhances cultural relations on an international level.
Bedouin art, the most characteristic expression of Kuwaiti folk arts, best illustrated by weaving of clothes, rugs and other products from sheep wool - an art known as Al-Sadu - is preserved and actively undertaken at Al-Sadu House, a cultural philanthropic institution which has attracted a group of bedouin women on a permanent basis to provide a constant supply of Sadu. Local residents and foreign visitors are always keen to own this bedouin textile in their homes.
There are numerous folklore troupes performing popular dances and these receive annual support from the government in order to promote heritage cultures. In addition Kuwait Television has formed the Kuwait Television Folklore Troupe which has acquired world renown in presenting Kuwaiti folklore abroad through its performances and popular dances at various world festivals.
