This webpage deals with most FAQs regarding Korean language displaying in computers such as PC,UNIX and Mac. So refer this site for your troubleshooting.
Additional information that I found out is listed below. DOS/Windows3.1 I am sorry you have to install Korean Version of OS. There are some tricks but I couldn't remember where they are. Windows95 before IE4.0 NJWin Unionway were popular before iexplorer Global IME. Some older version avaliable here; [NJWin] [Unionway]
Unionway Tip: For mode toggling, use CTRL+SPACE Windows98/NT MS Global IME for iexplorer ; Most of cases this is sufficient to MS Windows. You may need to install extra Korean Font for better display. Probably your OS doesn't have any Korean font installed. If then choose '+font package' which will automatically install 'Gulimche' font as default. Machintosh FAQs from Apple.com
