Chopper crash kills six in S Korea
SEOUL, South Korea A helicopter with 12 people on board has crashed in stormy waters off South Korea's south coast, killing at least six. "Four of them were rescued and taken away to nearby hospitals and two were feared missing," a police spokesman in Jinhae told Reuters. The aircraft crashed in the East Sea, about two miles off Jinahe city, 400 kilometers (248 miles) southeast of Seoul, at 11:40 a.m. (0240 GMT), police said. The helicopter was headed for Koje Island, where Daewoo has its shipyard, from Pusan, near Jinhae. A Daewoo Shipbuilding spokesman said Kim Chong-jin, chairman of Dongkuk Steel Mill Co. and four company officials had been aboard. "We don't know right now if he is dead or not," he said. The spokesman said he believed bad weather conditions had caused the accident. The Associated Press Reuters contributed to this report.

N. Korea sticks to missile pledge
MOSCOW, Russia (CNN) North Korean leader Kim Jong Il has said his country intends to observe the moratorium on long-range missile testing until 2003. Two years ago, North Korea agreed with the United States to stop testing long-range missiles until 2003 in exchange for the U.S. lifting some economic sanctions on North Korea. The announcement was made during negotiations with President Vladimir Putin in Moscow, by the deputy head of the Russian president's administration, Sergei Prikhodko. It followed the signing in Moscow of a memoradum between Russia and North Korea. Both sides reaffirmed the importance of the 1972 Anti-Ballistic Missile treaty which the U.S. is currently trying to amend in order to proceed with the testing of a missile defence system. The Kremlin aide said negotiations also touched on the issues of strategic stability, trade and economic issues and international issues. South Korea surprises, leaves rates alone
The central bank surprised experts but likely wants to see the impact of three rate cuts this year By staff and wire reports SEOUL, South Korea (CNN) The Bank of Korea unexpectedly opted to leave interest rates unchanged Thursday. The central bank left the overnight call rate at 4.50 percent for September. Experts had predicted the bank would cut rates, to combat the slumping economy. But it is also keeping an eye on inflation. Consumer prices rose in August, a surprise, driven up by higher food prices and the effect of heavy rains. Still, the bank suggested future rate cuts were possible. The economy is slowing faster than expected, the bank noted in a statement. South Korea's gross domestic product grew at 2.7 percent for the second quarter, better than much of Asia but still the worst growth in more than three years.
Rates at lowest since targets started
The bank trimmed rates a quarter point in both July and August, as well as February. They're now at their lowest since the bank started using rate targets in 1999.
