This essay provides a chronological, comprehensive, and critical survey of the reunification question. Often only part of the history is presented, either inadvertently or deliberately. It is argued in this essay that reunification was a minority ideology conned largely to the Cameroon people of the Southwestern quadrant. That notwithstanding, its chief proponents were Francophones who conceived it, propagated it, and sustained it until the United Nations recognized it in the 1960s. The 1961 reunification of the British Southern Cameroons and the former French Cameroons was an extraordinary event, as peoples of different colonial backgrounds decided to form a single state. It presented a countercurrent in postcolonial Africa to the prevailing trend of the balkanization of old political unions or blocs.

Russell Bernard Computers can be a tool for making the survival of languages possible. The people of the world speak between 3,000 and 6,000 languages. Of these, 80 to 90 percent are spoken by indigenous peoples, representing almost all linguistic diversity today. A few native-language communities, like the Aymara and the Tswana, are large and robust, but most are small and fragile. Only 276 languages are spoken by a million or more people. Languages seem to be disappearing faster than ever before. I estimate that there are about 15 percent fewer languages now than in 1500 A.D. This is alarming in itself, but, just as important, the consequent reduction of cultural diversity may threaten humanity's survival. Our adaptive success as a specieswith over 5 billion people in such diverse environments as jungles, deserts, and the Arcticis due to "culture," implying the communication of ideas through language. Linguistic diversity relates to adaptational ideas about property, health care, food, children, power, and disputes. The loss of language diversity diminishes our ability to adapt because it decreases the pool of knowledge from which to draw. The existence or disappearance of languages has particular political and economic implications for native peoples themselves. Consider language-related politics in India, Belgium, Canada, Lithuania, and Estonia. Cultural uniquenessethnicity reinforces claims to a share of political power, land, jobs, and other resources in heterogeneous states. Language is a powerful force in legitimating those claims.

A mbroise Kom's "Knowledge and Legitimation" appears to be written from the century that has just passed, self-located as it is "at the end of the millennium." Unsurprisingly, therefore, it possesses a note of exhaustion arising from intense frustration and an overwhelming sense of failure: the "multidimensional failure" of institutions, states, and economies in Africa. His piece indicts not simply one society or some nations, but the entire continent. Kom asks rhetorically, "Today, just as in the past, doesn't everything happen as if most countries in Africa were irremediably extrovert, the quest for knowledge being organised mainly so as to be able to claim some sort of extracontinental legitimacy?" That I find this question astonishing testifies to my ignorance of what is occurring in African countries. The same question would make little sense today in large Asian states such as China, Japan, India, and Indonesia, and also in smaller states such as South Korea, Malaysia, Thailand, and Singapore. Comparison is beyond my abilities as a cultural commentator. It needs to be noted however, that it is difficult, if not impossible, to generalize about the continent of Asia in the way that Kom does with Africa. A number of Asian countries, for example, were never conventionally colonized, as in the case of China, Japan and Thailand. Still, all these countries experienced histories of traumatic contact with Western powers: China, for example, suffered a series of humiliating defeats and loss of territory to many European powers and Japan was occupied by American forces after the end of the Pacific War. Thus, my statements are partial and there will be exceptions and qualifiers that this brief commentary will not be able to cover.
