ONOC HISTORY In 1981, acting on an initiative of IOC President Juan Antonio Samaranch, who was encouraging the formation of regional zones in the Olympic Movement, a meeting of sports leaders from Oceania was held in Baden Baden Germany on the occasion of the Olympic Congress being conducted there. The meeting discussed procedures for establishing the "National Olympic Committees of Oceania", promoting the development of Olympism in the area and the coordination and distribution of Olympic Solidarity funds. NOCs present at the meeting were Australia, Fiji, New Zealand and Papua New Guinea - the founder members of ONOC. Since then the NOCs of American Samoa, Cook Islands, Federated States of Micronesia, Guam, Kiribati, Nauru, Palau, Samoa, Solomon Islands, Tonga and Vanuatu have joined the Olympic Family and ONOC. The Inaugural General Assembly of ONOC was held in Melbourne (AUS) in 1982, and subsequent General Assemblies have been held in Wellington (NZL) 1982, Boroko (PNG) 1983, Canberra (AUS) 1984, Rotorua (NZL) 1985, Yanuca Is (FIJ) 1986, Apia (SAM) 1987, Auckland (NZL) 1988, Melbourne (AUS) 1989, Agana (GUM) 1990, Nadi (FIJ) 1991, Rarotonga (COK) 1992, Auckland (NZL) 1993, Apia (SAM) 1994, Port Vila (VAN) 1995, Suva (FIJ) 1996, Agana (GUM) 1997, Nadi (FIJ) 1998, Lausanne (SUI) 1999, Nuku'alofa (TGA) 2000, Nadi (FIJ) 2001, Port Moresby (PNG) 2002 and Suva (FIJ) 2003. The early meetings of ONOC were mainly concerned with constitutional matters, the allocation and administration of Olympic Solidarity funds to NOCs in the region, the promotion of new NOCs in Oceania, and development activities. A major success of ONOC in its formative years was the close collaboration that developed between Oceania representatives of the International Sports Federations and the NOCs and this spirit of cooperation remains strong today.

Program The Regional Governance Advisory Group has been established to advise the project on priority governance issues in the region and to encourage the implementation at the national level of appropriate regional declarations and commitments. At the Regional level, the first meeting was held on December 12-13 2002. During this meeting, the Terms of Reference for the RGAG were established and a work plan for 2003 was developed. The Regional Governance Advisory Group, whose members will work in their individual capacities, includes: Mr. Gregory Lawrence Urwin (Australia) Mr. Gregory Lawrence Urwin has worked in the Department of Foreign affairs and Trade for a number of years and during his assignments, he has served as Australian High Commissioner to Kiribati, Vanuatu, Fiji, Tuvalu and Nauru and as Permanent Representative to the Forum Secretariat. He was also Deputy High Commissioner to New Zealand. He is a member of the Forum Eminent Persons Group. He participated as a member and leader of the Observer Mission in the Fiji and Solomon Islands general election in 2001 and the Vanuatu general election in 2002. He is now working as a consultant based in Samoa.

    China will make a concerted effort to push forward bilateral friendship and cooperation with Kiribati on the basis of the Five Principles of Peaceful Co-existence, President Jiang said Wednesday in Beijing during talks with the visiting President of Kiribati Teburoro Tito.

    China will make a concerted effort to push forward bilateral friendship and cooperation with Kiribati on the basis of the Five Principles of Peaceful Co-existence.
    Chinese President Jiang Zemin said this Wednesday in Beijing during talks with the visiting President of Kiribati Teburoro Tito, who is on a six-day working visit to China as Jiang's guest.
    During the talks, the two presidents exchanged views on bilateral relations and international and regional issues of common concern.
    Jiang on on bilateral relations, international and regional issues Jiang spoke highly of the bilateral relations which have continued to progress since Tito's 1996 visit to China, and pointed out there has been frequent contact between leaders and officials, fruitful exchanges and cooperation in such fields as education, health and space science, and mutual support for each other in international affairs.
    He stressed that expanding bilateral reciprocal cooperation is in the interests of the two peoples and helpful to the development of the region.

    Country Report - Kiribati There are two main papers in Kiribati and both are weekly. The first is the Uekera. This is a government owned paper managed and operated by a Board appointed by a government Minister. lt was started many years ago well befiore our independence in 1979. lt has a circulation of around 1800 most of which are sold in Tarawa, the main urban area at 60 cents Australian per copy. Recently some are beginning to be sold on the outer Islands. It is written in tihe local language although there is a significant content in English. As a government paper it tends to follow the government line and keeps away from issues that are likely to generate political controversy. The degree the paper does this depends very much on the attitude of the government of the day. The Kiribati Newstar is the only other commercial paper. It is owned by four people who are concerned by the absence of a free and independent paper in the country. It is written in I- Kiribati but sometimes it carries some stories in English. It has a circulation similar to that of governnent and again the main market: is the urban area. But a lot is being done to sell the paper to people living on outer islands. Since the paper started, it is fair to say that there is now contention between the two papers and we expect that this can only be good for the country in the long term. In addition to these commercial papers we also have two papers produced by the Catholic Church and the Kinbati Protestant Church. The Catholic paper is a monthly one while the Protestant Church produces a weekly paper. The focus of both is on religious matters but the Protestant Church paper is fast becoming just like the other commercial papers.

    Asia-Pacific Regional Press Freedom Seminar Country Report - Indonesia Since the archipelago got its first newspaper, the Dutch language weekly Bataviasche Nouvelles en Politique Raisonnementen (Batavian Political News and Reasoning) on August 7, 1744, not one era in Indonesia's history has ever allowed the opportunity to guarantee press freedom fully. In the past 257 years, there has not been one period of considerable length without government pressure and suppression against the press. Repressive measures have occurred during the Dutch colonial period up to 1942, and throughout the Japanese military occupation in World War 2 in 1942-45. The fate of the press remained the same after Indonesia declared independence. In the early years of national freedom, 1945-49, and even in the "liberal democracy" period of 1949-59, press history in Indonesia has been marked by numerous clampdowns. Observers and writers of press history often tout "the honeymoon of press freedom" between the press and the government during the beginning of the New Order, from October 1965 to January 1974 when the government banned eleven "opposition" newspapers and one newsmagazine. However, although there was no shutdown for nine years, a reality check revealed a previous blind spot that the government did close 46 left-wing newspapers it believed to be in support of the September 30 Movement putsch (1965) and "those that do not abide to the (1966) press law". The failed coup was blamed on the now banned Indonesian Communist Party.

    On July 3, 2002, President Jiang Zemin held talks with the visiting President of Kiribati Teburoro Tito at the Great Hall of the People. The two sides exchanged opinions on bilateral ties and international and regional issues of common concern.
    President Jiang welcomed President Tito for his second visit to China and made positive comment on China-Kiribati relations. Jiang said that bilateral friendly relations have continued to progress since Tito's 1996 visit to China, and pointed out there have been frequent contact between leaders and officials, fruitful exchanges and cooperation in such fields as trade, education, medicine, public health and space science, and mutual support for each other in international affairs.
    Jiang expressed his appreciation for the Kiribati government's adherence to the One China policy, refraining from official ties with Taiwan and its support of the Chinese government on the Taiwan issue internationally.
    On the cooperative relations between China and the Pacific Islands Forum, Jiang mentioned the strengthening of friendly relations between China and the member states of the Pacific Islands Forum and their fruitful cooperation in such fields as economy, trade, culture, education and health, as well as their excellent coordination in international affairs. Jiang stressed that China supports the strengthening of regional cooperation between the countries in the South Pacific and the promotion of regional peace and the development of the regional economy. He added China also supports these countries' rational appeal for the establishment of a nuclear-free area and the protection of their fishery resources.

    Introduction
    The regional delegation kept up its relations with National Societies and governments in the region to encourage adhesion to the Geneva Conventions and their Additional Protocols by those Pacific States which had not yet done so. In September the Federated States of Micronesia acceded to these treaties, which were ratified by Palau's parliament in August. At the end of the year, however, the relevant instruments had not yet been deposited with the Swiss government. Other topics of discussion included the 1980 UN Weapons Convention, the ICRC's activities worldwide and the 26th International Conference of the Red Cross and Red Crescent. The ICRC also offered support to the National Societies in their efforts to promote knowledge of and respect for humanitarian law.

He discussed the ICRC's activities and mandate with members of the Australian Red Cross Society (ARCS), the Federation's representative in Sydney, reporters from radio and television stations, and members of the written press.

    Introduction
    The ICRC maintained contacts with National Societies and governments in order to encourage ratification of the Geneva Conventions and the Additional Protocols by those Pacific States which had not yet done so, and to support the National Societies in their dissemination efforts. In December the ICRC opened a media liaison office in Sydney, Australia.

    The regional delegate carried out three missions to Australia in the course of the year. He went to Melbourne, Canberra and Sydney to pursue the dialogue with the government and the National Society, to take part in a basic training course for future Australian Red Cross delegates and to prepare the Second Regional Conference on International Humanitarian Law.
    In May delegates went to Canberra and Melbourne to brief the Australian Red Cross and government officials on the ICRC's activities in the region and to discuss the government's contribution to the institution's budget. In July delegates took part in a conference organized by the armed forces in Townsville (Queensland) on the impact of international humanitarian law on the conduct of operations by land commanders.
