The University
Northern Kentucky University is located in a safe, suburban area just across the Ohio River from the city of Cincinnati, Ohio. NKU was founded in 1968 and is the newest of Kentucky's eight state universities. The atmosphere of the campus is futuristic, emphasizing a high-quality education by supporting the liberal arts. Twelve major buildings are of modern, contemporary architectural design and are set on 300 acres of rolling countryside. NKU has an enrollment of more than 11,700 students from thirty states and forty-nine countries and is accredited by the Southern Association of Colleges and Schools. The Salmon P. Chase College of Law is accredited by both the American Bar Association and the Association of American Law Schools. There are more than eighty student organizations. NKU competes in the NCAA Division II Great Lakes Valley Conference. The Eligibility Statement is required prior to employment in a school and participation in the Kentucky Teacher Internship Program. Recommendation applications (TC-1 forms) are available in the Educational Service Unit, Certification Office, 801 Ginger Hall. These forms are distributed to clinical practice students during the regularly scheduled MSU Clinical Practice Orientation.     Foreign Language Teacher Certification. ERIC Digest.
    Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    published 2000 Because teacher shortages are predicted, alternative routes to certification now offered by the Kentucky Education Professional Standards Board (EPSB) may become increasingly important. One possible route is based on exceptional work experience. The EPSB approved the first application for this alternative route to certification in July 1998 and has since approved another 21 applications. Approved applicants are issued a provisional certificate upon satisfactory completion of the Kentucky Teacher Internship Program. They are required to have: 10 years of exceptional work experience in the area for which certification is sought a bachelor’s degree with a minimum grade point average (GPA) of 2.5 on a 4.0 scale an offer of employment at the secondary level (grades 9-12) in a school district an application for certification, submitted jointly to the EPSB by the applicant and the hiring school district. A recent EPSB review of this route to certification, including interviews with the 22 teachers approved and their supervisors, found that 13 or 59 percent are men, who are usually outnumbered three to one in the field. On average, these newly certified teachers are 45 years old, and have an undergraduate GPA of 3.0. The majority, 16 of the 22, hold a master’s degree or higher; one has a doctorate.

    pp. 1-4, published 1999 Much of the new resources funneled into the public school system through KERA have been used to increase the numbers of teachers and aides. In the first five years of reform, the teacher workforce in Kentucky grew from 35,558 to 38,063, or about 9 percent. Even though student enrollment only increased by 1 percent during this period, schools added new teachers and aides to lower pupil-teacher ratios, provide support services, and offer new programs such as kindergarten and preschool. Indeed, a considerable portion of the overall state and local education dollar is devoted to the teacher workforce. The preferred approach to school reform in Kentucky, therefore, appears to be to improve the teacher workforce by increasing entry standards, giving teachers greater influence over crucial educational decisions, and motivating them through an array of incentives. The success of reform in the Commonwealth will largely hinge upon the extent to which teaching and learning improves as a result of these systemic changes. By several measures, Kentucky teachers are doing well. On average, they have received more graduate training than their peers in most other states. Many were mentored as they began their careers. And nearly all teachers have received appropriate certification. Though Kentucky teachers are still being paid less than the national average, teacher salary increases have kept pace with educator salary growth elsewhere, and teacher salaries in the Commonwealth compare favorably to those in many other occupations. Moreover, the students being drawn into teaching in the state score above state and national averages on college entrance exams. In addition, state teacher training institutions have for years overproduced teachers. As a result, Kentucky in the aggregate does not appear to face serious teacher shortages as some other states do.

Kentucky's Praxis passing scores versus the National Percentiles are very low, no higher than around the 30 th percentile and sometimes as low as the 20 th ! Of particular interest is that the writing score required is the lowest, the 20 th percentile, even though this is supposed to be a high emphasis area in the state for students.     Austin Tracy teacher achieves National Board Certification
    An Austin Tracy Elementary School teacher was recently recognized for accomplished teaching by earning the National Board for Professional Teaching Standards (NBPTS) certification. Sharon Wheeler is one of 204 Kentucky teachers awarded NBPTS certification this year and one of 349 total Kentucky NBPTS-certified teachers. According to NBPTS, Kentucky was one of the top 10 performing states in percentage pass rate across the nation. The NBPTS recognizes accomplished teachers who meet stringent standards in their classroom practices. As an NBPTS candidate, Wheeler developed a portfolio analyzing student work and 20-minute segments of classroom videotapes and participated in a rigorous one-day assessment of content knowledge. NBPTS estimates that each candidate spends a minimum of 300 hours on the NBPTS certification process while maintaining a full-time teaching status.

    CORBIN, Ky. The state raised the passing scores on tests required to teach some subjects to improve the quality of teachers in Kentucky, said Susan Lieb, who helped set the new standards. Lieb, executive director of the state's Education Professional Standards Board, explained the reasons behind the change during yesterday's meeting of the Prichard Committee for Academic Excellence. The new standards have angered some school superintendents including Stephen Daeschner of Jefferson County, who has said that raising the bar has diminished the hiring pool of new teachers, particularly minorities. Daeschner, who wasn't at yesterday's meeting, has also argued that the test doesn't indicate who will be a good teacher.

    The Middle Level Education Teacher Certification program is guided by the Conceptual Framework of the Lindsey Wilson College Education Division and is designed to prepare students to meet Kentucky 5-9 teacher certification requirements and to become competent middle level educators - especially as it relates to the Kentucky Department of Education Middle Level Initiative. Currently the program offers certification in English/Communications Sciences Mathematics , and Social/Behavioral Sciences Bill Brown , Ed.D., Program Coordinator Vision A vision for Kentucky’s middle-level schools was developed with guidance from the Kentucky Forum. This vision serves as a foundation and common thread for all other work. It identifies three key components for successful middle-grade schools: academic excellence, developmental responsiveness and equity .(The Kentucky Department of Education Middle Level Initiative) Program of Studies The following is provided for illustrative purposes only.
