http://www.communityschools.org/Kentucky.html
Kentucky Family Resource and Youth Services Centers
FRANKFURT, KENTUCKY The Kentucky General Assembly created Family Resource and Youth Services Centers as an integral part of the Kentucky Education Reform Act (KERA) of 1990, KRS 156.497 as amended and KRS 156.4977 as amended. For a school to be eligible to apply for a FRYSC grant, at least twenty- (20) % or more of the enrolled students in a school(s) must be eligible to receive free and reduced school meals. The students eligible for reduced lunch are not calculated in the formula to determine a center's funding. This signifies the strong support the Kentucky General Assembly has maintained for FRYSCs for a decade. Funding for FRYSCs began in SFY 92 when 9.5 million dollars funded 133 Centers serving 232 schools. The funding has grown to 47.7 million dollars in SFY 01 funding 702 Centers serving 1,084 schools. As of July 1, 2000 there are 356 Family Resource Centers (FRCs), 205 Youth Services Centers (YSCs) and 141 Combination Centers (FRYSCs). Centers serving more than one school are called Consortium Centers. There are approximately 107 Kentucky schools that still qualify for a Center funding. This legislation provided for an unprecedented state-level partnership between the Kentucky Department of Education and the Cabinet for Families and Children. These partners share the responsibility of implementing and sustaining the centers across the state. The legislation created the Interagency Task Force on FRYSCs comprised of a vast array of stakeholders. This Task Force developed a five-year plan to establish a statewide network of FRYSCs. Since the sunset of the Task Force on December 31, 1997, the Cabinet for Families and Children, Office of FRYSC has the responsibility for the administration of this initiative and the funding authority is under the jurisdiction of the Secretary of the Cabinet for Families and Children. The Kentucky Department of Education has continued to provide technical assistance and support of the public education mandate.

Craig Russon February 2000 Foreword On behalf of The Evaluation Center at Western Michigan University, I want to thank the Rockcastle County (Kentucky) School District for its willingness to be a part of the Rural Systemic Initiatives Evaluation Study for the National Science Foundation. Especially, I want to thank school district officials-Mr. Shelby Reynolds, Ms. Terry Parkey, and Mr. Larry Hammond- for their efforts to improve the educational opportunities in science and math for the students of Rockcastle County and for their willingness to serve as primary hosts for the visitation team. It was a pleasure to serve as the leader of the visitation team, and I thank the other members of the team (Drs. Brian Lotven, Steve Oliver, and Craig Russon) for their dedicated commitment to the purposes of the study and to their untiring pursuit of information that will enable NSF and other decision makers to understand the strengths, the barriers, and the progress that is being made in local school districts as a part of the Rural Systemic Initiative. Finally, I want to thank members of The Evaluation Center staff, including Ms. Sally Veeder and Ms. Mary Ramlow, for their assistance in editing and preparing the several drafts and final version of the case study report.

KERA replay: School districts return to court to boost funding
By Courtney Kinney
Post Frankfort Bureau Chief
FRANKFORT Fourteen years after the Kentucky Supreme Court ordered the legislature to overhaul its education system, a coalition of school districts is taking the General Assembly back to court to try to force lawmakers to pump more money into public education. The Council for Better Education, a coalition of 164 of the 176 districts in Kentucky, voted Thursday to file suit against the legislature for not adequately funding public schools.

Appendix: Scott County School District (KY)
It is not that everyone is techno-savvy or 100% behind the educational reforms; there are plenty of teachers who are resistant to both. And like most other sites we visited, Scott County is preparing for, and anticipating, a sea change when full networking in all buildings is achieved later this year. Everyone considers what they have now to be the start, not complete in any sense. But it appears that the balance has tipped here, critical mass has been reached, and what other districts are striving for is now firmly rooted here. The means by which this was accomplished is not a technology implementation story: it is one of savvy leadership, long-range planning around identification of individual staff (and community member) talents, and subsequent careful nurturing of those talents toward a larger purpose that has at its core student learning. Scott County demonstrates the benefits of fostering a human infrastructure around technology in the explicit service of a reform agenda. The Context Scott County School District serves an agricultural community that is rapidly becoming an area of scattered subdivisions and significant industry which lies about 20 miles northeast of Lexington. It is an area of horse farms and automobile plants; transient farm workers and workers on assembly lines. The district centers around Georgetown (approx. 25,000 people). The district serves approx. 5000 students in 6 elementary schools, 2 middle schools, and one high school. A new high school is just being completed.
