General Info Fact Sheet KHIK is a coalition of health, education, community, and faith organizations dedicated to improving the health of Kentucky's children by keeping them from starting to smoke, becoming addicted, and prematurely dying from tobacco-related illnesses. The effects of smoking in Kentucky are devastating. The Commonwealth has the single highest lung cancer death rate per capita in the nation, and nearly 8,000 people die each year due to tobacco-related illnesses. That is like eliminating everyone in Cumberland County, PLUS another 900 Kentuckians. Kentucky spends more than $1 billion each year treating tobacco-related illnesses, including lung cancer and heart disease.

    Each year, more than 14,000 Kentucky children become new daily smokers. Since 90% of all smokers begin before they reach the age of 18, the legacy of Kentucky tobacco related deaths clearly begins here. It is appalling to know that one-third of youth smokers will die prematurely as a result of their addiction! At current rates, nearly 114,000 Kentucky kids will die from smoking.     The Courier-Journal About Top Jobs Starting this fall, more than 3,200 students and teachers at four underperforming Jefferson County schools will receive laptop computers, with wireless Internet connections, in an effort to improve achievement. About $450,000 of the roughly $1.2million annual cost will come from the school district's general funds, and the rest from state and federal money. The board endorsed the idea in October, but school officials had to return last night to have the funding approved. Several board members asked if the district could afford it, and school officials said it could. The vote was 6-1, with the lone "no" vote coming from Pat O'Leary, who said that in a time of tight budgets it was unwise to spend so much on a computer initiative not guaranteed to improve student academic performance

    American Civil Liberties Union Ashland, Kentucky - A federal court on Friday ordered Boyd County High School, which shut down all school clubs in December in an attempt to silence community controversy over the school's Gay Straight Alliance (GSA), to let the GSA as well as all other clubs start meeting again. "As the judge noted, anti-gay sentiment is rampant at this school," said David Friedman, general counsel of the ACLU of Kentucky. "He rightfully recognized that the GSA serves the public interest by working to foster tolerance in a community that clearly needs it." In his ruling, Judge David Bunning of the U.S. District Court for the Eastern District of Kentucky noted several examples of harassment in the school, including students in an English class stating that they needed to "take all the fucking faggots out in the back woods and kill them." In hearings held last month, the ACLU asked the court for an injunction to end the Boyd County Board of Education's ban of all clubs in the district. The ACLU argued that the ban is an unconstitutional attempt to shut out students who sought to form the GSA and violates federal and state law.

    Ever since the IDEA 1997 regulations mandated that states develop alternate assessments for students with disabilities who are unable to participate in general education assessments, states have been hard at work developing appropriate alternatives. Kentucky is one state that is ahead of the game. Since 1991, the state has been conducting its Alternate Portfolio Assessment Program, or APA. This assessment, according to Mike Burdge, the statewide coordinator of the program, is designed to measure progress toward meeting Kentucky academic standards by showcasing a student's work. Using Portfolios to Measure School Achievement Mr. Burdge explained that the portfolio expectations are based on Kentucky academic standards for best practice instruction in special education. Although the portfolios are compiled every year, they are submitted for evaluation in fourth, eighth, and twelfth grades only, the same years that all other Kentucky students complete their assessments. These assessments, Mr. Burdge emphasized, are designed to measure school achievement, not the achievement of individual students. The goal of the APA, said Mr. Burdge, is to demonstrate "whether or not a program is providing what are judged to be best educational practices."

    University of Kentucky College of Communications Librarian Printed with permission from Kentucky Libraries In the final decades of the nineteenth century libraries were a very minuscule part of the initial drive toward education for Kentucky's former slaves. Thirty-one years after public education became available, Thomas Fountain Blue began training Negro librarians at the Louisville Free Public Library Western Colored Branch. Another 30 years would pass before Negro librarians would be recognized by the Kentucky Negro Education Association in 1935. Unfortunately, by 1935 Blue's training program had ended and there were no institutions in Kentucky offering library training to Negroes. To understand how this came to pass, it is necessary to start with the history of the colored school system. Colored schools were attempted as early as 1827 in Kentucky (Wilson, 1937). There was never a statute against educating slaves in Kentucky, but it was not widely encouraged; the schools were subject to being "broken up" by Whites who opposed educating Negroes (Wilson, 1937, p. 21). Berea College was the only available school of higher education and even it faced periods of forced closings (Kleber, 1992). Following Emancipation in Kentucky (1865), Negro educators petitioned for public schools (Kleber, 1992; Simon, 1996). Nine years later, the Legislative Act of 1874 established the first system of public colored common schools in Kentucky (Russell, 1946). The following year 452 districts in 93 counties reported schools (Atwood, 1940). Students were to study spelling, reading, writing, and arithmetic - subjects few of the teachers had mastered (Ligon, 1942).

KENTUCKY ALERT : So far in the 2004 legislative year, AANR and NAC are keeping close tabs on several anti-nudity bills including those in states near Kentucky and Tennessee. The text and purposes may vary, but all are concerning to naturists. Of particular concern (especially for naturist parents) are Virginia HB 158 which would forbid youth naturist summer camps such as those operated by AANR , and Wisconsin Assembly Bill 574 which proposes to shut down the decades long tradition of public skinny dipping at Mazo Beach.
