Kentucky's school reform efforts bear fruit
A state-level accountability program can lead to significant improvement in school performance, according to recent studies by UW-Madison Education Professor Carolyn Kelley. She found that Kentucky schools successfully meeting student achievement goals in the state's school-based performance award program did so by making considerable changes in curriculum and instruction. Kelley found distinct differences between award-winning schools and non award-winning schools in the Kentucky Accountability Program. She studied 16 schools, selected to represent elementary, middle, and high schools in various geographic regions and reaching various levels of success in their accountability goals (see sidebar). Quality Training for Teachers a Vision, not yet a Reality, in Kentucky
With the exception of programs such as the Kentucky Writing Project, which emphasize intensive training and ongoing support, professional development for the state's teachers still is "quite conventional in many respects," relying on short-term and fragmented strategies for boosting test scores that do not lead to significant improvements in instruction or learning. At the same time, Kentucky educators seem to have a "broader and deeper understanding of professional development" than in years past, which is a promising sign for the future. Those are among the major conclusions of "Mapping Professional Development Opportunities," a new study released today by the Partnership for Kentucky Schools, a coalition of business, government, and community leaders established in 1991 to promote public support and understanding of the Kentucky Education Reform Act. The study, part of ongoing research sponsored by the Partnership, was made possible by grants from the Pew Charitable Trusts and the Annie E. Casey Foundation. "Competing agendas, providing adequate time for professional development, getting teachers to recognize the need for strengthening their content knowledge, obtaining buy-in from entire faculties, and finding good opportunities for teacher learning were the biggest barriers to effective professional development," write Thomas B. Corcoran, Claire Passantino, and Gail Gerry in their report of practices in mathematics and language arts classes. Their study is based on extensive interviews with providers and coordinators of state and district professional development for Kentucky's public schools in 1999 and 2000.

  • For the business community: Business initiatives that encouraged Kentucky employers' active involvement in education with a focus on raising student achievement For key decision makers: Reminders of the progress made to improve education as well as the continuing challenges For the general public and the media: Statewide public information campaigns that included a traveling information exhibition, a speakers bureau, teleconferences, press conferences, public rallies, summits, recognition events and the directing of research that focused public attention on key issues For educators: Teacher support , including teacher mentoring programs, technical assistance, professional development research and policy development, and recognition.

Graduate Programs in Teaching: Master of Arts in Teaching
The master of arts in teaching degree is an intensive program that culminates in both the graduate degree and Kentucky teacher certification. It builds upon an undergraduate degree in an academic discipline that includes academic course work in fields taught in Kentucky schools and an undergraduate core or courses. The MAT degree program is offered in: early elementary education (grades P-5); middle school education (grades 5-9); secondary school education (grades 8-12); music education (grades P-12); art education (grades P-12); and physical education (grades P-12).
MAT in Early Elementary Education (grades P-5)
The master of arts in teaching in early elementary education requires a minimum of 36 credit hours of graduate course work. Required courses include exploring teaching within the socio-political context of P-12 schools, P-5 general methods, learning theory and human growth and development, language arts methods, mathematics methods, science methods, social studies methods, student teaching, exceptional child in a regular classroom, developing cross-cultural competence, teaching with technology, and challenging advanced learners. The final requirements for the degree are a "B" or better in each student teaching placement, a satisfactory certification portfolio, passing scores on the Kentucky PRAXIS text, and an overall grade point average of 3.0.

Survey support schools' lawsuit Districts support schools' lawsuit By Crystal Harden Post staff reporter Kentucky's school funding system is neither equal nor adequate, three Northern Kentucky school systems maintain. Those systems Beechwood, Fort Thomas and Boone County plan to file a friend of the court brief this week to support a lawsuit, filed last year by students and parents in eight other Kentucky school districts, which challenges the state's system of funding schools. The Northern Kentucky districts have scheduled a press conference Wednesday to discuss the brief. The school districts maintain that the General Assembly is neglecting its constitutional obligation to provide for an efficient and adequate system of schools. "As a result of the General Assembly's failure to fulfill its constitutional obligation to adequately and uniformly fund education, many school districts have been left with the daunting task of substituting a substantial portion of their overall funding with local tax revenue," the districts said in a copy of the brief, which could be filed as early as today. Kentucky's system of school funding has come full circle since the passage of the 1990 Kentucky Education Reform Act, the districts said.

Kentucky's General Assembly has failed public school students and its constitutional responsibility by refusing to spend more money on education, a coalition of school districts alleged yesterday. The Council for Better Education, which forced the historic overhaul of Kentucky's education system with its 1985 lawsuit, returned yesterday to Franklin County Circuit Court to seek relief promised more than a decade ago.

To increase math, science, communications, social studies, and technical skills of all students through the implementation of more rigorous and relevant applied curriculum and instructional process. To increase the awareness of job and career availability in the future workforce and the skills required to obtain those positions.
To increase the postsecondary education's entry and completion rates and reduce the percentage of students taking remedial courses.
