State Energy Office Project Brief, Kentucky, March-April 2003 Using educational photovoltaic systems and computer software, students will track their schools' energy demand and energy supplied by the solar panels. Ten K-12 schools in the state will participate in the "Kentucky Schools Going Solar" program. 'With this Going Solar program, we're able to combine solar technology with computer technology into an educational tool that will teach students about energy production and wise energy use," said American Electric Power (AEP) Kentucky Environmental Affairs Manager Tim Mallan. Similar systems have been shown not only to help teach students about energy resources, but also to enhance math and science comprehension among students. Full data don't back up Fletcher analysis
Commentary painted wrong picture of schools
By Fred Carter And William Lovell

Gov. Ernie Fletcher's commentary raised questions about the efficiency of public education in Kentucky. We agree with him that the search for the most effective use of every education dollar must be a continuing one. However, his selective use of partial data paints an inaccurate picture of public education in Kentucky. Fletcher says Kentucky ranks 50th in classroom teachers as a percentage of total school district employees. That is true to a point, but looking deeper shows a different reality. States do not code school jobs the same nationwide. In Kentucky, elementary music, art, physical-education, special-education, itinerant and Title I teachers are not coded as teachers, yet they teach children every day in classrooms. Also, librarians, guidance counselors, teacher's aides, child-behavior specialists, technology assistants and other positions that directly support classroom learning are not coded as teachers.

The new pay raises come after the court found that teachers in poor rural areas were paid less than teachers in other areas of the state. The court ordered the state to provide equity in teacher salaries. Tennessee's governor has also created a special task force to investigate and advise on ensuring equity in teacher salaries across the state. The state's new K-12 education budget includes a four percent increase over last year's budget. In order to make ends meet, the state has borrowed from its reserve funds and tobacco settlement funds. In addition, higher education has been cut by nine percent and legislators are hoping that revenues from a new state lottery will help provide approximately $175 million in college scholarships for Tennessee high school graduates.

MSU to discount tuition for K-12 educators
Morehead State University has announced that, effective this fall, it will offer a tuition discount to teachers and other professionals in Kentucky's elementary and secondary schools and adult education centers who enroll in graduate courses to improve their professional education credentials.
Titled the Kentucky Educators Excellence Program (KEEP), the initiative will grant a 10 percent reduction in published tuition rates to those employed by K-12 schools and adult education programs who seek to acquire additional administrative or teaching credentials recognized by the Kentucky Education Professional Standards Board.
"This program was created as part of our ongoing commitment to the University's historic mission of teacher training by lessening the financial burden of our colleagues in elementary, secondary and adult education who are striving to improve themselves," said MSU President Ronald G. Eaglin.
    He continued:
"Keeping the momentum of education reform at all levels, especially in these difficult budgetary times, is crucial to the future of our state and our profession as educators. We believe this program is another demonstration of our good faith in those dedicated professionals who prepare our students of the future."
