Our Mission The Department of Family Court provides service and support to the Court of Justice and, further, extends service and support to families who appear in our courts across the Commonwealth. It is our mission to assist the greater court system in providing an accessible, impartial and expeditious system of justice for Kentucky families and children. We are committed to showing respect and sincerity for every person regardless of their status and we continuously strive to improve the quality and effectiveness of our services, while measuring success through the eyes of the families who are touched by our Court. Kentucky Family Court From the Beginning Kentucky launched an innovative and ambitious project when the Jefferson County Family Court pilot program opened its doors in 1991. It was the first such court in Kentucky to focus solely on the needs of families and children. Family Court introduced a unique solution that would allow one judge to provide continuity by hearing all of a family's legal problems and issues.

Family Resource and Youth Services Centers, Kentucky Department of Education
As part of the Kentucky Education Reform Act (KERA) of 1990, legislators in Kentucky laid the groundwork for comprehensive, statewide, integrated service delivery system called Family Resource and Youth Services Centers. Currently, there are 560 centers serving 911 schools across the state of Kentucky. Most centers are located at or near school sites and provide various services according to the needs of the local community. There are two types of centers. Family Resource Centers serve elementary schools and provide access to child care, parenting training, child development training, parent and child education services, and health screening services and referrals. Youth Services Centers serve secondary schools and provide employment counseling, training and placement, summer and part-time job development, drug and alcohol abuse counseling, and family crisis and mental health counseling. To become a Family Resource Center or Youth Services Center, the proposed school site must have a student population in which at least 20 percent of the students are eligible for free school lunch. After the center is established, it is open to the whole community. Various human services at a school are offered by an interagency task force, which is guided by a local advisory council. The council has school and parent representatives and is responsible for conducting a needs assessment, setting policy, reviewing budgets, and planning for the future. The school principal actively collaborates with parents and service agencies.

    Break New Ground
When teachers at Fairdale High School in Kentucky became concerned about a 14-year-old girl (whom we'll call Wanda), they turned to the school's new Youth Services Center. The center is one of 37 new school-based social service centers in the Louisville area, and one of 373 Family Resource and Youth Service Centers statewide created by the comprehensive 1990 Kentucky Education Reform Act. Wanda is a bright girl with a young child. She lives with her mother, more than 10 miles from school. At this crisis point, Wanda's home was filled with tension. She regularly left the house with her child late at night against her mother's wishes. Then she came home too tired to catch the school bus the next day for the long ride to Fairdale. Concerned about Wanda's severe attendance problemseven though Fairdale has a program specially designed for young parents, male and femalethe school wanted to intervene before they lost her. Concerned Intervention Dan Clemons, Fairdale's Youth Services Center coordinator, convinced Wanda and her mother to come in for some meetings. He arranged ongoing psychotherapy for the distressed young woman. During the course of their conversations, the therapist discovered that Wanda was a victim of sexual abuse from within the family.
