    by Cheryl Wyatt “Now it is true that I could have learned without a teacher, but it would have been risky for me.” — Mark Twain, Taming the Bicycle In cooperation with the League of American Bicyclists and the University of Kentucky Cooperative Extension Service, 4-H presents the Bicycling In Kentucky Education (B.I.K.E) Program, a course to develop a statewide network of trained and informed bicycle educators from the Extension and bicycling communities. Course Description : Participants will have the choice of one or two days of training, depending on the needs of the individual. Friday will be an overview of bicycle educational resources. Saturday (and part of Friday) will be a cycling skip development and certification program. All participants are encouraged to take advantage of the skill development opportunity through the League of American Bicyclists Road 1 course taught during the two days by certified Effective Cycling (TM) Instructors.     158.155 REPORTING OF SPECIFIED INCIDENTS OF STUDENT CONDUCT WHICH RESULTED IN EXPULSION; NOTATION ON SCHOOL RECORDS; REPORT TO LAW ENFORCEMENT OF CERTAIN STUDENT CONDUCT; IMMUNITY (1) If a student has been adjudicated guilty of an offense specified in this subsection or has been expelled from school for an offense specified in this subsection, prior to a student's admission to any school, the parent, guardian, or other person or agency responsible for a student shall provide to the school a sworn statement or affirmation indicating on a form provided by the Kentucky Board of Education that the student has been expelled from school attendance at a public or private school in this state or another state for homicide, assault, or an offense in violation of state law or school regulations relating to weapons, alcohol, or drugs. (2) If any student who has been expelled from attendance at a public or private school in this state for homicide, assault, or an offense in violation of state law or school regulations relating to weapons, alcohol, or drugs requests transfer of his records, those records shall reflect the charges and final disposition of the expulsion proceedings.

    Conservatives fear that only the name will change FRANKFORT, KY - After years of struggle, the battle to overturn the expensive, seriously flawed, and ineffective state testing system known as the Kentucky Instructional Results Information System (KIRIS) is over, at least for now. Some changes are almost certain to be made following the passage of a compromise testing bill, which Governor Paul E. Patton signed into law on April 15. The new test (to be developed) will be dubbed the Commonwealth Accountability Testing System (CATS) in honor of the national basketball champions at the University of Kentucky. The question is, will the new test be an improvement over KIRIS? Conservatives are skeptical. "Clearly, they want to cash in on the passionate public support for our beloved state basketball team," says Kentucky Eagle Forum's Donna Shedd. "It was amazingly, yet unashamedly claimed during legislative committee debate that the problem with KIRIS was simply public relations. Yet there has been a tremendous public outcry for the test's demise."

    Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

    The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
