HB 149, sponsored by House Health and Welfare Committee Chair Tom Burch, D-Louisville, would require students at Kentucky colleges and universities to receive the three-part hepatitis B vaccine within nine months of enrollment. The vaccine is already required in state primary and secondary schools, and the clinical tests say it is good for life, according to testimony. The proposed law would largely target international students. The Immigration and Naturalization Service does not mandate the vaccine, even for students from countries where the disease is prevalent. Gail Minger has asked me to be here today to offer our insights into the implementation of Kentucky's new campus crime reporting law named in memory of her son, the Michael Minger Act. Connie and Howard Clery founded our organization after they discovered the university where their daughter Jeanne was murdered had kept information about 38 violent crimes from students in the three years before the murder. Earlier this year Gail Minger persuaded the legislature to enact the "Michael Minger Act" which requires public and private schools to maintain a public crime log, make timely warnings about campus dangers, notify the state fire marshal of all fires, and compile annual campus crime statistics. She was spurred to action after finding out that information about an earlier arson in her son's residence hall was hidden from students, keeping them from taking steps to protect themselves. "It is unfortunate that educated men and women in these high offices, that are to be examples for our youth, have chosen to hide, cover-up, and withhold reports of criminal activity," said Gail Minger. "The Universities want to put forth an image to the public of a safe environment in order to attract students to their campus. That is why we need strict, clear regulations for the Michael Minger Act." Assuming that local problems must be solved locally because the state is unlikely to have the resources, the authority, or the sustained long term interest to actually improve the Clinton County School System, I looked for support to parents, School Board members, teachers, school administrators, and local businessmen many of whom are also parents. Although I prepared a plan for about 20 to 25 very interested people to spend 2 hours or more per week working to improve the school system, I was unable to find more than five people who would commit to such a plan. I concluded that this was not feasible. My conclusions about each group are summarized below: Parents: Clinton County is a rural county which has had a drain of the brightest people away to other areas for the last 50 to 80 years. Most parents do not know the elements of a good education and have as a yardstick only the schooling they got from the Clinton County School system in prior years. When they ask serious questions of school system employees they usually get canned answers that are mostly baloney but that most of them do not recognize as baloney. Many feel that since a school teacher or administrator has more education than they do such answers must be gospel. Since reforming a school system basically means questioning and changing the way things have been done in the past, it is hard to get support. They will get involved if sports are involved or if taxes may be raised or if there is physical danger to school children.
