GOVERNING REGULATIONS
The Education Professional Standards Board is governed by regulations. To view current regulations, please go to Title 16: Education Professional Standards Board at the following address: http://www.lrc.state.ky.us/kar/TITLE016.HTM The Legislative Research Commission maintains files on all Kentucky Administrative Regulations. These are the current, updated regulations. It is possible that amendments are in process, but the regulations you view are in effect at the time you view them.
Recodification of EPSB Administrative Regulations
The EPSB's administrative regulations have been contained in Title 704, Chapter 20 of the Kentucky Administrative Regulation (KAR) Service operated by the Legislative Research Commission (LRC). In recognition of the EPSB's status as an independent agency, the LRC has "recodified" all EPSB administrative regulations to Title 16; all administrative regulations in Title 16 govern EPSB practices. The administrative regulations have been further recodified into nine "chapters," including those for teaching certificates, administrative certificates, internship, and others. The content, text, and titles of the individual administrative regulations were NOT altered in the recodification process - only the numbers changed (i.e., old KARs began with "704"; new KARs begin with "16"

At this time, there is no Kentucky Principal Internship Program (KPIP) available. However, all other existing requirements remain the same, i.e., testing and preparation program. Steps to Principal certification:
  • applicant must submit TC-1 application to the EPSB upon approval of TC-1, the EPSB will issue a Statement of Eligibility after employment is obtained, applicant must submit Confirmation of Employment along with certified check or money order in the amount of $50.00 to the EPSB upon receipt, the EPSB will issue a 5-year Professional Certificate
On-line modules are being developed to assist first-year principals with Interstate School Leaders Licensure Consortium (ISLLC) standards. In the coming months, the EPSB and a KPIP task force will be reviewing KPIP in order to determine what changes will be necessary to make it a more effective first-year induction program should the General Assembly decide to fund KPIP in the future. CHAPTER I THE STRUCTURE OF EDUCATION IN KENTUCKY LEGAL BASIS OF PUBLIC EDUCATION Public education in the United States is reserved to the states, and the maintenance of a system of public schools becomes a plenary responsibility of the state. The power to maintain a system of public schools is an attribute of government comparable to the ability to tax, to maintain a system of courts, or to exercise police power. The state finds its right to maintain a system of public schools in its obligation to nurture an intelligent citizenry and to promote the peace of society. This concept of the supremacy of the state with respect to all education matters guides the courts in resolving issues involved in the administration of public schools. A state expresses its educational policy through its constitution and through acts of its legislature. A state legislature has full power with respect to educational policy, except as it may be restricted by either the state or federal constitution. It may determine the types of schools to be established, their means of support, their curricula, and the qualifications of their teachers. It may do all of these things with or without the consent of local districts, because in education the state is the primary authority.

Capitol Plaza Tower - 500 Mero Street Frankfort, Kentucky 40601 Dear Commissioner Wilhoit: I am pleased to approve Kentucky's final assessment system. I appreciate your cooperation in making the necessary changes to your assessment system in order to meet the 1994 requirements of Title I. In July of 2001, this Department granted a waiver of timeline to Kentucky so that you would have time to revise your exemption policy for limited English proficient (LEP) students and to communicate that revision to school districts. The purpose of this policy revision was to ensure that LEP students who have been in school for a full academic year would participate in the State's assessment system. My staff have reviewed the information you submitted and have concluded that this evidence satisfies the 1994 requirements of Title I and releases Kentucky from the conditions in the waiver. We would be remiss, however, if we did not point out that your policy exempting from assessment students who have not attended schools in a district for a full academic year is in conflict with our interpretation of section 1111(b)(3)(C)(xi) of the ESEA as reauthorized by the No Child Left Behind Act. Under our final standards and assessment regulations for the reauthorized Act, students with less than a full academic year in attendance may be excluded from the determination of school or district progress (accountability), but not from participation in assessments. I must advise you to please review those regulations as well as our forthcoming regulations on accountability so that Kentucky will be able to continue to comply with the statute.

(San Diego, CA) - Helen W. Mountjoy, chairwoman of the Kentucky Board of Education, is being awarded the Distinguished Service Award by the National Association of State Boards of Education (NASBE). The award is annually given to a state board of education member in recognition of outstanding service to public education.
"Kentucky is a national leader in the standards-based reform movement, and Helen Mountjoy has been involved with the landmark Kentucky Education Reform Act (KERA) since its conception. Perhaps more importantly, she has been an instrumental leader in successfully putting these visionary policies into practice. Under Mountjoy's leadership, the Kentucky Board of Education has established a new statewide assessment system and student performance standards. In addition, the Board rewrote the Commonwealth?s special education regulations, instituted a single, statewide standardized student and district data management system, and has increased public outreach and engagement regarding state education decisions.
Mountjoy has served on the Kentucky Board of Education since 1991, having been re-appointed by the Governor in 1994, 1998, and 2002. She has served as Board chairwoman since June 1998.

The unit (Keeran School of Education) is accredited by the Kentucky Education Professional Standards Board and the unit offers teacher preparation programs which are approved by the Kentucky Education Professional Standards Board. Admission R equirements Students seeking teacher certification must apply for and be admitted to the teacher education program and complete a state approved degree program. The Kentucky Department of Education program changes will supersede any Kentucky Christian College catalog requirements. Applications are accepted for review by the Teacher Education Admissions Committee from students who have completed, or will complete during the semester in which they apply, 30 semester hours, including EDF 201 with a grade of C- or better. Students will be notified of their admission status three weeks following the meeting of the committee. Information considered during the review process includes but is not limited to: 1. Phone: 803-772-5224 / Fax: 803-772-9384 Released Time Laws and Guidelines Released Time Laws and Guidelines State of: Kentucky STATUTES: Kentucky Revised Statutes The Kentucky compulsory attendance law (§159.010) requires that all children, ages 6-15 (inclusive), must attend a public school or a private, parochial "or church regular day school" (§159.030(1)(b)). In §158.200, the Kentucky State Legislature has given the Boards of Education of independent and county school districts authority to provide for moral instruction in their jurisdiction as long as they follow the statutory guidelines §158.210 to §158.260. The Board of Education of each school district may authorize a complete survey of all the public school children in order to determine which children desire moral instruction (§158.210). The Boards of Education, in addition, "shall fix one day each week" when students may be excused for "at least one hour" to attend moral instruction in accordance with their religious faith (§15 8.220). All students who receive permission and attend religious instruction each week will be credited with the time spent as if they had actually been in attendance at public school (§158.240). The Legislature warns that such moral instruction may only be given without expense to any Board of Education (§158.260). EDUCATION REGULATIONS: (Policy) Each local school board has the authority to excuse students under a released time program, subject to the guidelines set forth in the State Statutes.

COUNCIL ON POSTSECONDARY EDUCATION 1.2: BYLAWS
I. Statement of Purpose The bylaws provide a framework for the deliberations and actions of the Council on Postsecondary Education (CPE) in carrying out statutory duties and responsibilities. The bylaws establish rules for notification and conduct of meetings and the selection of officers. II. Statutory Authority Authority for council actions comes from KRS Chapter 164 encompassing public, private nonprofit, and proprietary degree-granting postsecondary institutions. The council bylaws also conform to the requirements of KRS Chapter 61, the Kentucky Open Meetings Law. III. Policy Section 1: General Rules A. Amendment of Bylaws A.1 The council may amend, revoke, or adopt additional bylaws by action of eight of the voting members. A.2 Notice shall be given to the members of any proposed changes or additions to the bylaws in the agenda of a regularly scheduled or special meeting of the council. All changes shall be consistent with state law and administrative regulations.

Educational Programs Education Services Training Specialist Utility Management Institute Wastewater Trainer Training Specialist The KRWA/EPA Training and Technical Assistance Program is the original contract that enabled KRWA to begin providing training and technical assistance to rural water systems across the Commonwealth nearly twenty-two years ago. The program is a national grassroots effort that assists systems in solving compliance problems as opposed to a program of regulatory enforcement. The KRWA/EPA program began as a vehicle to assist Kentucky's rural water systems in meeting all state and federal regulations with particular emphasis on the federal Safe Drinking Water Act. Today, the major thrust of the program remains the same, but it has been expanded to provide more training assistance than in past years. Program Requirements: KRWA is required to prepare an Assistance Plan annually, which addresses the state's unique training and on-site technical assistance needs for rural and small water systems. A minimum combined total of 300 training and on-site assistance hours is to be provided by the Training Specialist annually. The 300 hours must include the following: A minimum of 50 hours are devoted to formal training. Training sessions must be offered to non-members, as well as members, and must geographically cover the state. The training sessions must be offered without charge.
