Summary of the Kentucky Education Reform Act (KERA)
To ensure students meet the desired goals, the law holds schools accountable. Significant consequences, including monetary rewards for success and penalties for failure, including the possibility of dismissal, were established for educators. Professional development funds were increased to help teachers prepare for the changes the law would bring and to help teachers determine how to better help students learn. Since educators face significant consequences, they were given authority through school-based decision making councils to decide how best to help students learn. Because parents have a stake in whether schools are successful, they are eligible to serve on the councils as well. Other curriculum components include preschool programs, the primary school program, extended school services, and a technology plan that connects teachers and students to other resources to stimulate and improve learning. Family Resource and Youth Services Centers help meet the nonacademic needs of students and allow teachers and principals to focus on instruction. Although other states have implemented aspects of the plan, Kentucky is the first state to put such a comprehensive law in place. Teachers, school administrators, school board members, school council members, parents, students, and the general public had to work together to implement this law so that children could have better opportunities to be educated and become contributing members of society.
