  • Section 1 - Eligibility
    All regionally accredited Kentucky colleges and universities which have state approval and are engaged in the preparation of professional school personnel, including paraprofessionals who have contact with children in the teaching-learning process, and which are members of the American Association of Colleges for Teacher Education (AACTE) are eligible to be Comprehensive Members of the Kentucky Association of Colleges for Teacher Education (KACTE). Charter members of KACTE are those institutions that joined the Association before the 1st Annual Meeting, Fall, 1974. New and previously qualified colleges and universities should submit applications for membership to the Executive Committee at least two (2) months before the next Annual Meeting. A majority vote of institutional representatives present at the Annual Meeting is required for acceptance. Section 2 - Membership Year
    The membership year shall be from January 1 to December 31.

    Kentucky families interested in saving for their children’s college education can now invest in a new Guaranteed Option through the state’s tax-favored Kentucky Education Savings Plan Trust (KESPT). The Guaranteed Option joins KESPT’s Managed Allocation Option and 100% Equity Option. Contributions under the Guaranteed Option will be allocated to a funding agreement, which will guarantee KESPT both principal and a minimum rate of return of 3%. In addition, KESPT is now offering online enrollment "These program enhancements will make it even easier for families to save for the higher education expenses of their children," said Dr. Joe L. McCormick, executive director of the Kentucky Higher Education Assistance Authority (KHEAA). "The Guaranteed Option is specifically designed for families who want to save for college expenses while protecting their principal." People who choose the Guaranteed Option will have their money invested in a funding agreement issued by the TIAA-CREF Life Insurance Company to KESPT. In addition to the guarantee to KESPT of principal and a 3% minimum rate of return, the funding agreement may also offer the opportunity for additional returns beyond the minimum rate.

    Sunday, May 16, 2004 For seats in the Kentucky General Assembly Endorsements
    This week's Kentucky primary features a number of contested Northern Kentucky legislative races, a welcome trend that serves the public interest. Here are our endorsements. 11th Senate District, Republican
    The spotlight is on this heated race between incumbent Dick Roeding, Senate president pro tem from Lakeside Park, and intraparty rival Rep. Charlie Walton of Florence, criticized by some party leaders for his surprising challenge of a popular, influential lawmaker. Both have ably served in Frankfort for more than a decade, but we support Dick Roeding in this race. Walton makes good arguments for fairer education funding and greater clout for Boone County, but those don't add up to a convincing reason for district voters to retire the No. 2 leader in the Senate. Losing Roeding would be a blow to Northern Kentucky. Shifting political power bases are at play here. Walton's base is in fast-growing Boone County, which dominates the district, while Roeding hails from its Kenton County sliver. That could make things interesting Tuesday. Roeding's legislative record isn't nearly as thin as Walton claims, but he hasn't been as effective in funding issues as his position might suggest. Still, a victorious Walton facing GOP retribution in the legislature might reduce Boone County's clout in Frankfort instead of increasing it. Roeding has collaborated well with both sides of the aisle and moved a lot of bills that end up not having his name on them.

    When my son was in the 7th grade and the KERA (Kentucky Education Reform Act) had just passed the state legislature, I realized that he was getting a less than adequate education. As a result I spent most of my spare time in the next two years applying my systems analysis skills to analyzing the local school system. I produced about 75 pages of reports. I gave copies of many of these reports to local school officials, parents, and citizens. I mailed copies of the entire set to each member of the State School Board and to the office of the Kentucky Education Commissioner. I got very little response locally and no response at the state level. I am making the entire set of papers available here.
