Kentucky General Education Transfer Agreement As of January 1996, a policy on general education transfer was established to facilitate transfer among the public colleges and universities in Kentucky. The Council on Post-secondary Education and the institutions have developed a general education core transfer component which reflects the distribution of disciplines included in university-wide lower division general education requirements for the baccalaureate degree. Students that are "Fully Certified" are considered to have completed Murray State’s baccalaureate University Studies requirements. Additional University Studies courses will be required only if specific courses are being required for the student’s major and an equivalent course has not been transferred. Also, the Bachelor of Arts the Bachelor of Arts in Business and the Bachelor of Music degrees require 12 hours of a foreign language. If the courses are not taken as part of the general education transfer block, they will be required at Murray State. To be "Fully Certified"

Degree Descriptions General Education Requirements Biology Business Administration Chemistry ... (Elementary, Middle School, Secondary) Teacher Education Degrees in this department and included on this page are Elementary Education P-5, Middle School Education 5-9, Secondary English Education, and Secondary Biology Education. Midway College has a long history of preparing educators. Current programs continue this tradition by offering three broad categories of programs: Primary through grade five (P-5) elementary, grades five through nine (5-9) middle school, and secondary education English and biology. All bachelor degree education majors are required to apply for formal admission to the program, prepare a portfolio, and participate in a full semester of student teaching prior to graduation. Students are permitted to enroll in a limited number of classes over two semesters before being admitted to the program. Additional requirements of the teacher education program are described in the Teacher Education Handbook available in the teacher education office.

Kentucky's General Assembly has failed public school students and its constitutional responsibility by refusing to spend more money on education, a coalition of school districts alleged yesterday. The Council for Better Education, which forced the historic overhaul of Kentucky's education system with its 1985 lawsuit, returned yesterday to Franklin County Circuit Court to seek relief promised more than a decade ago.

LEXINGTON, Ky. (Aug. 15, 2000) - Students will be able to earn an associate degree without leaving the comforts of home because of a cooperative venture between the Kentucky Community and Technical College System (KCTCS) and the Kentucky Virtual University (KYVU). The two institutions announced today the creation of Kentucky's first totally on-line associate degree. Students will be able to complete the Associate in Arts Degree, which focuses on a business curriculum, entirely over the Internet. The degree consists of courses that are designed to transfer to bachelor's degree programs in business offered by Kentucky universities. "We live in a 24-hour-a-day society, and our colleges must accommodate the busy lifestyles of today's students," said Dr. Michael B. McCall, KCTCS president. "This on-line degree will enable us to deliver a quality education whenever and wherever a student needs it." General Wesley K. Clark (Ret), the Supreme Allied Commander Europe (SACEUR) from July 197 until May 2000, will be the next guest of the Kentucky Author Forum on November 6, 2001. Clark, the Commander in Chief of the United States European Command, was simultaneously the commander in charge of Operation Allied Force, the alliance's successful military action in response to the Kosovo crisis. Clark was awarded the Presidential Medal of Freedom in August 2000, the nations highest civilian honor. Clark will discuss his new book "Waging Modern War: Bosnia, Kosovo, and the Future of Combat." (Public Affairs) In addition to serving pro bono as a distinguished senior advisor for the Center for Strategic and International Studies, a director of the Atlantic Council and a member of the board of the International Crisis Group, Clark serves as a military analyst for Cable News Network (CNN). He is a noted speaker presenting key insights on strategic leadership, foreign and military policy and high technology to corporate leaders and other audiences. His thoughts on the nation's fight against terrorism are particularly timely. As Supreme Allied Commander Europe, Clark was in overall command of NATO's military forces in Europe. Survey Schools seek more money Funding for education emerges as hot potato in gubernatorial election Post staff reporter M O R E I N F O R M A T I O N Flashpoints Last week the Council for Better Education filed a lawsuit against the state legislature's leaders, demanding that the Kentucky Education Reform Act's formula that provides money for schools be more fully funded with state money. The educators argue that the state Supreme Court intended for Kentucky's reformed education to be equal throughout the state and adequately funded. Part of the 1990 education reform in Kentucky created a statewide assessment system, the Commonwealth Accountability Testing System, or CATS, with tests designed for Kentucky students. This year a federal law commonly known as No Child Left Behind kicks in. That will force Kentucky to alter the state's testing accountability system to satisfy the national requirement. Increased funding for education might mean higher local and state taxes. State legislators are being pressed to find the nerve to address tax questions. In addition, local school boards are finding they too might have to play the tax heavy for educational equity. Rich districts are raising their own taxes to keep high quality schools at a par and they'd like that to change.

Alternate Assessment: Kentucky as an Example

Ever since the IDEA 1997 regulations mandated that states develop alternate assessments for students with disabilities who are unable to participate in general education assessments, states have been hard at work developing appropriate alternatives. Kentucky is one state that is ahead of the game. Since 1991, the state has been conducting its Alternate Portfolio Assessment Program, or APA. This assessment, according to Mike Burdge, the statewide coordinator of the program, is designed to measure progress toward meeting Kentucky academic standards by showcasing a student's work. Using Portfolios to Measure School Achievement Mr. Burdge explained that the portfolio expectations are based on Kentucky academic standards for best practice instruction in special education. Although the portfolios are compiled every year, they are submitted for evaluation in fourth, eighth, and twelfth grades only, the same years that all other Kentucky students complete their assessments. These assessments, Mr. Burdge emphasized, are designed to measure school achievement, not the achievement of individual students. The goal of the APA, said Mr. Burdge, is to demonstrate "whether or not a program is providing what are judged to be best educational practices."

    Kentucky's partnership efforts could be described as one of a dynamic, shared progression. It would be impossible to point to a single entity or decision maker in Kentucky's ongoing efforts to see the arts assume an essential role in education. Instead of discussing "partnership" as static and something that can be pointed to, a more accurate construct for Kentucky might be that of a definable group of "committed players." As needed each player brings to the fore resources to accomplish the goal of arts for all students. However, whether formal or informal, partnership and collaboration pays off. Kentucky's hard work over the past 15 years has yielded important progress in arts and education reform. Currently, the key organizations in Kentucky's fluid partnership effort include the Kentucky Arts Council and the Kentucky Education, Arts and Humanities Cabinet, Kentucky Alliance for Arts Education, Kentucky Collaborative for Teaching and Learning, Kentucky Department of Education, the Kentucky Citizens for the Arts, the Kentucky Center for the Arts and Kentucky Educational Television.
