General Education Transfer Policy
Q: What is the General Education Transfer Policy?
A:
The General Education Transfer Policy lets colleges and universities accept each other's general education requirements for transfer students. Courses that meet General Education Transfer Policy requirements are identified by each institution.
This policy was designed to help students:
Transfer more easily from one public institution to another, and To complete approved Associate of Arts (AA) or Associate of Science (AS) transfer programs.
Q: How does the Transfer Policy work?
A:
Students who complete lower division general education requirements at one public institution will have those courses accepted by other public institutions.
Remember, this policy:
Covers only transfer students, not visiting students.
Is limited to lower division requirements.

KEES is administered by the Kentucky Higher Education Assistance Authority (KHEAA) . Eastern Kentucky University Imperative to Reform
The present general education program at Eastern Kentucky University requires baccalaureate students to complete fifty-one hours in six broad areas subdivided into twenty-one categories. The courses now available for this purpose number approximately 200. If students are very careful and are well advised, they may choose courses that are, collectively, the essence of a sound liberal education, courses that introduce them to the rich diversity of the human experience, courses that are properly sequenced to ensure a logical and cumulative acquisition of skills and knowledge. Too often, however, students and their advisors are confused by the array of courses, and they become frustrated when they find that sections of the most appropriate courses are filled. As a consequence, students frequently choose or are placed in courses only as a last resort. Often with an advisor's encouragement, they merely fill slots in their general education program with little or no thought for the coherence of the choices they make. Too frequently, their course selection amounts to choosing what is least threatening, rather than what is most enriching. Practical problems compound the pedagogical faults in the present general education program. Because many departments require specific choices among general education courses, students who change majors (and many do so, several times) find that the courses they have taken do not coincide with those the new major demands. Consequently, they must take additional general education courses that lengthen the time it takes to finish a degree. The overall effect is to give general education a bad name. It becomes a series of haphazard and unrelated hurdles a student must overcome rather than a coherent program whose importance the university stresses by requiring it of every student.

    University of Kentucky College of Communications Librarian Printed with permission from Kentucky Libraries In the final decades of the nineteenth century libraries were a very minuscule part of the initial drive toward education for Kentucky's former slaves. Thirty-one years after public education became available, Thomas Fountain Blue began training Negro librarians at the Louisville Free Public Library Western Colored Branch. Another 30 years would pass before Negro librarians would be recognized by the Kentucky Negro Education Association in 1935. Unfortunately, by 1935 Blue's training program had ended and there were no institutions in Kentucky offering library training to Negroes. To understand how this came to pass, it is necessary to start with the history of the colored school system. Colored schools were attempted as early as 1827 in Kentucky (Wilson, 1937). There was never a statute against educating slaves in Kentucky, but it was not widely encouraged; the schools were subject to being "broken up" by Whites who opposed educating Negroes (Wilson, 1937, p. 21). Berea College was the only available school of higher education and even it faced periods of forced closings (Kleber, 1992). Following Emancipation in Kentucky (1865), Negro educators petitioned for public schools (Kleber, 1992; Simon, 1996). Nine years later, the Legislative Act of 1874 established the first system of public colored common schools in Kentucky (Russell, 1946). The following year 452 districts in 93 counties reported schools (Atwood, 1940). Students were to study spelling, reading, writing, and arithmetic - subjects few of the teachers had mastered (Ligon, 1942).

    • The Kentucky Education Reform Act (KERA) was enacted specifically to redress the inequities in general and special education.
    • Findings indicate that KERA had a significant impact on the provision of, and allocation of resources to, special education five years after implementation.
    • The identification of special education students increased, with the largest growth occurring in the high incidence disability categories.
    • It did not appear that increased special education spending had encroached on general education or that special education administration costs had increased relative to instruction.
    • Districts-particularly those with the most revenue growth-appeared to move toward increased placement of special education students in less restrictive settings.
    I n 1989, the Kentucky Supreme Court ruled that the state's schools were inequitable and inefficient. In response, the state legislature passed the Kentucky Education Reform Act (KERA). Several purposes of this major reform to the state's elementary and secondary educational system were described at the time. They included rectifying inequities, increased efficiency, and the creation of an educational system in which students would develop their abilities to communicate, think, and function as responsible, purposeful individuals, workers, citizens, and family members. Implementation took the form of raising and redistributing revenues, restructuring the organization of primary education, raising standards, and including more students in the educational process.
