Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses. These facilities, which may be public or private, include hospitals, nursing homes, community facilities, board and care homes, homeless shelters, jails, and prisons. Agencies provide advocacy services or conduct investigations to address issues that arise during transportation or admission to such facilities, during residency in them, or within 90 days after discharge from them. Kentucky allocated $22.5M in technology funds for FY 98, $62.5M for FY 99, and $62.5M for FY 00.
  • "Courses are delivered online to schools, homes and other places with Internet access, available anytime and anywheremeeting the needs of students. For students of any age, Kentucky Virtual High School curriculum ranges from the basic to the very advanced." Course admission requires enrollment in a local Kentucky public high school.
      The KVHS is a collaboration between the Kentucky Department of Education, the Council on Postsecondary Education, and the state's major education partners "whose common interest is to secure an internationally superior education for our state's citizens. Through the KVHS, every Kentucky high school student is able to enroll in for-credit classes taught by Kentucky certified teachers and receive credit from their local high school." Kentucky allocated $22.5M in technology funds for FY 98, $62.5M for FY 99, and $62.5M for FY 00. The money comes from the state's general education fund and is paid directly to schools for equipment and services such as workstations and Internet connections. Kentucky also provides school facilities funds, a portion of which may be used for technology.

No one looks forward to the aging process, however our agency provides a number of services designed to make things easier for older adults. We know that for the majority of over age 60 individualsstaying at home in their own surroundings ranks at the top of their personal wish list. We encourage participants to visit our local centers for noontime meals, socialization, health, and recreational activities. For older adults who might be experiencing some difficulty in staying alone, cooking meals or getting to medical appointments SSNK's Meals-on-Wheels and Transportation to Wellness programs are there to help.     The Kentucky Arts Presenters Network (KAPN) developed out of the efforts of its members to meet the expanding artistic, educational, cultural and economic development needs of their communities. By building on this prior work, KAPN can assist Kentucky presenters in fulfilling the unique needs of the members' respective communities while increasing the overall impact and presence of the arts across the state. Dr. Roy P. Peterson, Secretary of the Education, Arts and Humanities Cabinet summarized the formation of the Kentucky Arts Presenters Network as, " ... the opportunity to take what we do best [in the arts] and make it available across the whole state of Kentucky." KAPN-members identified seven priority areas in which to develop the programs of the Network:

    Correctional Education: Does it Offer an Effective Second Chance for Youth? Addressing the needs of our nation's most at risk youth populationadjudicated and incarcerated youthis a challenge for communities and the state and local systems responsible for their care and development. The impetus for change in the manner we prepare youth for successful adult roles created by the School-to-Work Opportunities Act and the reauthorization of the Perkins Vocational Technical Education and the Adult Education Acts calls also for a rethinking of the service delivery system for at-risk and delinquent youth. For them, the challenge is developing productive skills while making the transition from school to an institution and back to school. Therefore it is important that schools work closely with the juvenile justice system in designing curriculums and approaches to ensure that these youth are not left out of efforts to prepare them for the work force. Forum panelists, experts on correctional education and juvenile justice, provided views of how two statesKentucky and Tennesseeaddress the needs of these youth, and discussed the applications of research for ensuring success for at-risk youth. Gail Schwartz, Chief of Program Management for Correctional Education, U.S. Department of Education, served as moderator.     State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state.     • The Texas Technology Access Project in collaboration with The Texas Assistive Technology Network, with leadership provided by Region IV Education Service Center, and The University of Texas at Austin, College of Education,Department of Special Education have developed a training module entitled "Consideration of Assistive Technology (AT) in the Individual Education Program (IEP)". The training module can be used by staff developers and educators. The module is an introduction to assistive technology consideration during the development of the IEP for educators, administrators, parents, and others involved in the development of IEPs for students with disabilities.
