How do you define cultural tourism? There is a national debate taking place about a new kind of tourism that provides a personal, authentic experience for the burgeoning baby-boomer market. Some think that cultural tourism refers only to the economic benefit derived from the "high arts" such as museums, ballet, opera and symphony. Others recognize that culture is germane to everyone, from rural storytellers to urban junkyard percussionists. At the same time, these kinds of cultural assets are often associated with heritage tourism because a community's culture can be considered "living history." Heritage tourism is sometimes narrowly defined as involving historical sites, architecture and genealogy as its key components. Hybrid terms like cultural/heritage tourism try to encompass the whole package. The Kentucky Arts Council (KAC) takes its cues on cultural/heritage tourism from the communities with which it works in developing their projects. In eastern Kentucky, the arts council is actively engaged with eight counties along Route 23 in creating a cultural tourism plan that will be a springboard for economic, community and cultural development.

NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

The Kentucky Museum of Arts + Design is a nonprofit organization founded in 1981 to continue the art and craft heritage of Kentucky through the support and education of craft artists and education of the public. In 2001 the Foundation celebrated 20 years of supporting over 400 artists and providing educational programs to over 500,000 school children. The Foundation is supported in part by the Fund for the Arts and Kentucky Arts Council, a state agency of the Education, Arts and Humanities Cabinet. We host some 15 - 20 exhibitions a year. Each year more than 65,000 attendees visit the Foundation. Over 2,000 students and teachers visit the Foundation on field trips and more than 35,000 students and teachers access the Traveling Craft Suitcase program, which offers hands-on learning using real art objects in the K-12 classroom. The Education Center also provides special needs workshops, summer craft camps, community center programs, school partnership workshops, children, teen and adult workshops and craft artist demonstrations.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Kentucky Rural Water Association’s Operator EXPO 2004, was held May 26-27, in Bardstown. This popular event combines indoor/outdoor equipment demonstrations, classroom training, and a golf scramble that attracted 73 golfers to Woodlawn Springs Golf Course.
Over 80 individuals attended up to 6 hours of training, earning operator certification credit hours and furthering their knowledge of water and wastewater industry topics and issues.
