Kentucky Higher Education Assistance Authority Joins NASLA
National Association of Student Loan Administrators (NASLA) President, Paul Combe, announced today that the Kentucky Higher Education Assistance Authority (KHEAA), the designated guaranty agency for Kentucky and Alabama, has joined NASLA's guarantor ranks. The addition of KHEAA to American Student Assistance, Great Lakes Higher Education Guaranty Corporation and Texas Guaranteed Student Loan Corporation strengthens NASLA as the sole trade association committed exclusively to guaranty agency issues. KHEAA Executive Director, Joe McCormick, stated that his organization was attracted to NASLA by its proactive focus on the strategic issues of guaranty agencies, their business needs and their mission. "NASLA has taken progressive, realistic positions on those issues of greatest strategic import to guarantors while keeping sight of our public purpose mission." Dr. McCormick said. He added that he was optimistic "that additional guarantors will recognize the need for a separate and distinct voice, such as NASLA's, on behalf of guarantor interests." "I am pleased that KHEAA has chosen to join NASLA," said Paul Combe, "and that Joe McCormick will be adding his voice and ideas to our open dialogue on the role of the guarantor and the services we provide students, schools and our FFELP partners."

Kentucky Higher Education Student Loan Corporation Launches Online Payment Service
Convenience and Flexibility of Electronic Payments Now Available
LOUISVILLE, KY (May 14, 2001) The Kentucky Higher Education Student Loan Corporation, also known as The Student Loan People, announced today that it has initiated a free online electronic payment service allowing borrowers to conveniently make payments on their student loans. The Student Loan People partnered with CheckFree, the nation's leading provider of financial electronic commerce services and products, to offer this new service. The online payment option provides the ultimate in convenience and flexibility and benefits both borrowers and lending agencies currently served by The Student Loan People. One of the great benefits of the program is borrowers can pre-schedule their payment dates for up to 364 days in advance. If they happen to change their plans, they also have the flexibility of rescheduling payments up to the day the payment is due. According to Roger Tharp, The Student Loan People's President and COO, "We are excited about providing this new service for our borrowers. As long as the payments originate from a bank in the United States, payments can be made from anywhere in the world; borrowers simply schedule the payment through Student Loan People's E-Pay online payment service. In addition, lending agencies benefit from the added efficiency of automating the receipt of loan payments-thereby reducing the manual processes used in the past."

Overview
Education Reform: What Are the Implications for School-College Collaboration?
Collaboration is never easy. But in times of tight financial constraints collaboration is especially difficult. State education and higher education agencies currently compete with each other for scarce public resources. This competition is part of what keeps them apart. The history of their development also separates state education from higher education. Each bears the baggage of its own traditional missions and roles. Many education reformers may argue that time and the present needs of society have blurred the distinctions between the services that the two sectors provide. However, many within the education community identify a clear dichotomy of duty: a compulsory and universal public K-12 education for America's children up to a certain age and a voluntary and to some degree selective postsecondary education system for those seeking advanced educational skills and/or entry into professional career ranks. Data on students progressing through the public schools and the public postsecondary institutions are collected separately. The data are often incompatible, which inhibits collaborative policy planning. The way in which public K-12 education and public postsecondary education are financed also divide the sectors. Public schools are wholly financed through tax dollars, while higher education receives funding from multiple sources: state revenues, federal funds for research and student financial aid, private sector research, students, and private donors. Competition and cost both influence the selection process in postsecondary institutions.

Multi-State Online Professional Development Initiative
Overview
Education Development Center, Inc. (EDC) and the Southern Regional Education Board (SREB), two long-established and high regarded non-profit organizations, are collaborating with State Education Agencies (SEAs) and two of the Regional Technology in Education Consortia (SEIRTEC and NEIRTEC) on a large-scale program that will enable SEAs to make effective use of online professional education to improve teacher quality, administrator quality, and student achievement, thereby helping them meet the primary goals of NCLB. This initiative includes the following inter-related and synergistic components. 1. The EdTech Leaders® Online program, The EdTech Leaders® Online program, developed by EDC, offers a comprehensive package of training, technical assistance, and resources to enable educational organizations to develop their capacity to offer effective online professional development. More than 700 individuals, from more than 60 SEAs, school districts and other organizations in 26 states, have participated in this program since its inception in 1999, and they, in turn, have provided online professional development workshops to more than 10,000 educators.
