Schools cope amid growing disabled-student population, special-education expenses By Kathy Walsh Nufer Post-Crescent staff writer Freedom made the commitment to ensure all children equal access to a public education well before state and federal governments made it law in the early 1970s, he said. Yet, in times of tight budgets there is no denying the mounting cost of educating everyone from the blind, deaf and medically fragile to children with cognitive and emotional disabilities and speech delays. While Congress considers reauthorizing the 28-year-old law now known as the Individuals with Disabilities Education Act (IDEA), area school systems are picking up the bulk of the bill for an ever-growing number of special-education children. Two dozen Fox Valley school districts spent more than $62 million in district, state and federal dollars in the 2000-01 school year to educate 7,597 students with disabilities, according to the Wisconsin Policy Research Institute. In the coming school year, Freedom, with a total enrollment of 1,590, will spend $1.9 million of its $12.2 million operational budget educating 215 children with disabilities.

Survey Estate planning for disabled By Peggy Kreimer Post staff reporter Families of children with disabilities can learn how to do estate planning that will provide for their children's needs but not interfere with government programs that are based on financial assets. Cincinnati attorney Richard Dusterberg will discuss Special Needs Trusts and how they can affect people with disabilities at 7 p.m. Nov. 20 at the New Perceptions Board Room, 1 Sperti Drive, Edgewood, Ky. Dusterberg's 35-year-old daughter, Jeanne, lives in a supported living facility in Blue Ash and her parents are able to provide the extras that government programs do not cover. Dusterberg has set up a special needs trust to make sure money for those extras is still there, even when he and his wife are not. The trusts require specific language to assure the money does not make his daughter ineligible for Medicaid or other programs, Dusterberg said. "For many many years, the standard advice was to disinherit the child,'' Dusterberg said.

Goal Line Assistance Line Standard error: 1 The School Growth Chart: To help everybody keep track of how well schools are performing, each school has its own customized growth chart. This chart starts with our school’s baseline CATS score in the year 2000. A goal line is drawn from that starting point to the goal of 100 in 2014. Every two years a new point will be marked on the chart to show whether we are meeting our goal and earning rewards; progressing but short of our goal; or falling far short of our goal and eligible for state assistance. As the years go by, these points will form a performance trend line for our school.

    By David J. Hoff Washington Federal statisticians are reviewing scores from a 1998 national reading assessment to see if some states improved their standing because they excluded higher proportions of students with disabilities and limited English skills than they did in earlier tests. States that registered some of the largest gains on the 4th grade test also increased the rate at which they removed students from the testing sample because of their disabilities or their inability to understand English. A preliminary review of procedures found that states carefully followed the rules established for the 1998 National Assessment of Educational Progress testing, according to Pascal D. Forgione Jr., the federal commissioner of education statistics. The next step will be to calculate whether the exclusion patterns boosted or dragged down states' scores. "Whatever took place has to be systemic," Mr. Forgione said last week. "It wasn't that anyone was trying to influence NAEP scores. We found nothing irregular at all."
