Blackford HERALD-LEADER EDUCATION WRITER Slightly more than half of Fayette County's schools failed to meet new federal goals, mirroring statewide achievement problems for low-income and disabled students. Twenty-six of Fayette County's schools didn't have enough students performing proficiently or better in math or reading to meet standards under the new No Child Left Behind law. Poor results from one or more subgroups of students such as low reading scores for Hispanic students or low math scores for poor children tripped up many schools. Sixteen elementaries, seven middle schools and three high schools will have to improve by next year to avoid federal sanctions. (Morton Middle School was not given an overall grade because of confusion over testing of students with limited English skills.) The percentage of students achieving proficiency on state exams had to meet statewide goals ranging from 16.5 percent to 47.3 percent, depending on the grade level and subject tested. Thirteen schools that otherwise would have failed met the goals with a statistical process the state used to account for possible errors in testing. The method boosted some results.

Legal Issues Section 504 of the Rehabilitation Act of 1973 and the 1992 Americans with Disabilities Act may seem puzzling to the non-lawyer. Myths and half-truths abound. Some consultants and lawyers advise that schools and church buildings must be made totally accessible. Many board members and administrators fear that the cost of accommodations will be so high as to force schools and parish programs out of existence.
