REPORT TO THE MAYOR AND CITY COMMISSION City of Owensboro, Kentucky, USA Calendar Year Activities 1998 STATEMENT OF PURPOSE Comment For the Owensboro Sister Cities Executive Director, the Spring of 1998 saw a continuation of an academic year sabbatical leave at half pay from Owensboro Community College beginning in the fall of 1997. While no direct teaching duties at the college were assigned during the sabbatical, both direct and indirect teaching were engaged in during the period. Note that internationalizing the public education curriculum addresses both KERA goals and the needs of our citizenry as members of the globally dependent community. The City of Owensboro owes Owensboro Community College its appreciation for allowing me, as Owensboro Sister Cities Executive Director, to use sabbatical release time to forward the goals of our Sister Cities program.
Our program grows in breadth and strength each year. While the work has been very rewarding, the program is endangered by its success. During 1998 we had seven exchange visits involving twenty four people. We are already safely forecasting a minimum of twenty five persons visiting Owensboro or Olomouc as part of our exchanges during 1999. We will need additional financial and manpower help if the program is to grow further. Please take the time to review the report and reflect on its ability to project Owensboro positively on the international front. It is our belief that we have the most active of the seven U.S. - Czech Sister City relationships and that the breadth of our program will speak well for us as we apply for recognition this year at the Sister Cities International Conference at the end of July 1999.

Congressional forum studies ‘Campbellsville Comeback’
City rallied after suffering loss of 3,200 jobs to outsourcing By Christopher Miller cmiller@bgdailynews.com Tuesday, May 11, 2004 CAMPBELLSVILLE — Many towns across America are facing a situation that Campbellsville found itself in during 1997 and 1998, according to U.S. Rep. Ron Lewis, R-Cecilia.
At that time, Fruit of the Loom let 3,200 jobs go overseas to save costs at its plant in Taylor County, with a population of 22,000.
Instead of giving up, the city pulled together. The town has since added 13 new employers, including Amazon.com. More than 3,700 jobs have been created from those employers and expansions from others, according to Lewis’ office.
There are two reasons that the so-called “Campbellsville Comeback” occurred, according to Kevin Sheilley, executive director of Team Taylor County, the organization in charge of economic development for the county.
Sheilley said Monday that leadership immediately stood up and said they couldn’t let Campbellsville die. He said they didn’t care about politics, nor about who got credit. They only cared about results.

Legislative Agenda Resources Communicate with your Legislator ... 2003 Agenda Legislative Agenda 2002 Revenue Issues City/County Tax Conflicts A task force established by Senate Bill 163, passed during the 2000 General Assembly, is drafting a bill aimed at eliminating conflicts between cities and counties over the insurance premium tax and occupational license fees. Senate Bill 163 was prompted by the realization that six Kentucky counties were in danger of losing money because their populations would surpass 30,000 in the 2000 Census.
That population level is a trigger for tax law changes that cap a county's occupational license fee at 1% and permit workers in cities to credit city fees paid against county fees. Senate Bill 163 imposed a moratorium on any such changes while a task force made up of local elected officials, legislators and two executive branch officials tries to come up with a plan that will allow cities and counties to share these tax bases without conflict. Insurance premium taxes, subject to city credits in every county, regardless of population, are also covered by the moratorium and on the task force agenda.

The Tennessee Valley Authority (TVA) completed construction of the last dam in the Tennessee River in the late 1940s. TVA displaced landowners who had owned and worked the rich Tennessee River bottom lands. The water then covered the fertile land. TVA and local promoters recruited chemical industries to locate at Calvert City, Kentucky, below the Kentucky Dam. "Cheap electricity" and "Ruhr of the South" became buzz words in business circles. The first industry located in Calvert City manufactured pesticides. Later arrivals interconnected their chemical processes by pipelines. Dangerous products included chlorine, polyvinyl chloride, acetylene, sodium hydroxide, ethylene dichloride, formaldehyde, methyl-amines, chloroflurocarbons, hydrofluoric acid, specialty polymers, and scores of chemical intermediates. Displaced farmers and tenants became chemical industry workers. Their education was agricultural not industrial. The workers were thankful for a job that paid decent wages. A garden and a small piece of land for cattle and hogs supplemented their standard of living. The work force was willing and cooperative. They were white and black and in the "poor" class. Earnings from chemical plants made it possible for the workers to build standard homes. They were proud of their standing and place in the community.

HUD AWARDS MORE THAN $31 MILLION TO ASSIST PEOPLE AND FAMILIES LIVING WITH HIV/AIDS
Kentucky Receives $496,608 to House and Serve Most Vulnerable
WASHINGTON - Housing and Urban Development Acting Secretary Alphonso Jackson today announced the award of more than $31 million to help local housing programs across the country to better serve persons with HIV/AIDS and their families. Earlier this month, the Department announced it is seeking $295 million in funding for AIDS housing programs under President Bush's proposed fiscal year 2005 budget. Kentucky was awarded $496,608, which will be administered by Kentucky Housing Corporation throughout the Commonwealth. The funding announced today is part of HUD's Housing Opportunities for Persons with AIDS (HOPWA) Program . Housing assistance and services funded by HOPWA are a vital part of the comprehensive system of care for those living with HIV/AIDS. A stable home environment is a critical component for low-income persons managing complex drug therapies and potential side effects from their treatments.

    Population Estimates The Census Bureau -in conjunction with the Federal-State Cooperative Program for Population Estimates- produces annual estimates of the total resident population for the nation, states, and counties. Now "tax-friendly" doesn't just mean low income taxes or none at all, although that can be quite a boon.
