Spotlight: Tuition increases won’t deter quality education
Sunday, May 02, 2004 At Friday’s meeting, the Western Kentucky University Board of Regents discussed and approved a significant concept, which breaks new ground in Kentucky higher education with regard to tuition scheduling and investments in academic quality. Several factors prompted this action at this time.
First, the board last fall challenged me to put in motion a long-range plan to ensure the highest possible quality in the Western experience and to stabilize a long-term revenue strategy to ensure that quality. First, however, we had to work through the spring 2004 $5.6 million state budget cut, and we had to wait until the end of the 2004 legislative session to see what the state will do for higher education in the 2004-06 state biennial budget.
The die is now cast. We have achieved our budget cut without doing significant harm to our academic priorities, and we know that the state, if a budget is passed, will be providing little help for higher education operating budgets for the next two years.
Given the board’s long-term challenge, therefore, we discussed with the campus and with the board a four-year tuition plan, which included a second phase of academic quality enhancements (following an initial phase with spring ’04 tuition) and a six-year campus construction program.

Graded educationthe practice of classifying and dividing students by agespread rapidly throughout the United States and has remained the standard until the present (Goodlad and Anderson 1987). In the 1990s, educators and citizens are reevaluating their schools and proposing reforms to meet the needs of diverse social and economic groups. Nongraded primary education is a key component of many reform proposals, including the Kentucky Educational Reform Act and the Oregon Educational Act for the 21st Century. Many experimental nongraded programs tried in the sixties and early seventies failed due to inadequate understanding, lack of administrative and community support, and poorly planned implementation. Today's nongraded model is supported by additional decades of research and refined by the study of successful programs.

Survey Boone Board of Ed. drops out of lawsuit By Crystal Harden Post staff reporter The leader of a school district coalition suing the state over funding says his group will remain strong despite losing some members, including Boone County this week. The Boone County Board of Education has decided not to pay an assessment from the Council for Better Education necessary for the district to continue as a plaintiff in a lawsuit the group filed last fall. Part of the Boone board's motivation was that the district earlier had filed court papers supporting a lawsuit filed by parents in south-central Kentucky challenging the state's system of funding schools. A Franklin Circuit judge has combined the two funding suits. The battle over funds The Council for Better Education's lawsuit maintains that the General Assembly has failed to properly fund public schools. Since the legislature infused $1.3 billion more into the public school system to fund the reforms of the 1990 Kentucky Education Reform Act, the percentage of the state's budget dedicated to public schools has declined from 48 percent in 1992 to 41 percent now.

Benchmark Funding Increase KY WINS Enrollment Growth Faculty Development Base Adjustments Special Requests* 2003-04 Appropriation Benchmark Funding Increase  - Uses estimated fall 2001 full-time equivalent student enrollments to calculate 2002-04 funding needs.  Based on a four-year phase-in plan to achieve the benchmark-funding objective. Base Transfers - $9,626,800 appropriated to CPE in 2001-02 and subsequently transferred to KCTCS includes $6,000,000 in the KY WINS Program, $3,500,000 in the Enrollment Growth and Retention Program, and $126,800 in the Faculty Development Program.

After lengthy debate, decision shuts down “comprehensive sex education”

From, The Kentucky Citizen Digest, July/August, 2001. Four out of ten young women experience their first pregnancy by the age of 20. Numbers like these from The National Campaign to End Teen Pregnancy have some health officials concerned—so much that the Northern Kentucky Independent District Board of Health (NKIDBH) recently voted 16-4 to change all of its sex education programs to an “abstinence-only” curriculum.
Among other things, the board’s March 28 vote will require that educators teach absti-nence and avoid what it calls double or mixed messages such as “safer sex.” Addia Wuchner, R.N. and Chairwoman of the Human Sexuality Committee, welcomes the new policy. “Abstinence is the best sexual behavior for our teens,” she said. “The future health of our society depends on the character of young people. They make up 25 percent of our population but 100 percent of our future”
Local Debate
Jim Molley, superintendent of Erlanger-Elsmere Independent Schools concurs. “This is a lesson that children need to learn,” he said. “That has to be our first approach when addressing all the ramifications of premarital sex.”

    Senator Buford helps NACHI.
    Senator Tom Buford. Everyone please help our industry by supporting Senator Tom Buford in his run for U.S. Congress. Senator Buford recently helped NACHI by announcing his intentions to put forth an amendment which would require the Kentucky Board of Home Inspectors to include at least one member of NACHI. He also wrote the Governor asking that a NACHI member be placed on the board. Some states lack NACHI integrity. Home Inspection Consumer Action Group , NAHI, AHIA, and especially New Jersey Assemblyman Anthony Impreveduto have been successfully working to clean it up. Not here in Kentucky. Home buyers and home inspectors can rest easy in Kentucky. Senator Tom Buford is fighting to assure that the home-buying public has access to Kentucky’s best home inspectors. He has taken steps to protect both inspectors and consumers in Kentucky and with a couple well thought-out moves, prevented any corruption before it could begin. Thank goodness for Tom Buford. Brilliant!
