On Campus Services Off Campus Services History of KSD History of Kentucky School for the Deaf O The impetus for beginning a school for persons who are deaf came from General Elias Barbee whose daughter, Lucy, was deaf. General Barbee, while serving as a state senator in the Kentucky General Assembly in 1822, collaborated with Judge John Rowan, who wrote the legislation authorizing the school in the fall of 1822 and on December 7 that year was signed into law by Governor John Adair. The governance of the school, which grew from the first three pupils in 1823 to more than three hundred a century later, was granted to Centre College Board of Trustees until 1870. This arrangement was quite satisfactory and appropriate in those early years. The success of the school was due to the diligence of the Centre College Trustees and their extraordinary commitment. The school was the recipient of two federal land grants in 1826 and 1836. These tracts of land in Florida and Alabama were eventually sold to acquire additional capital to acquire additional lands and to assist the construction of facilities for the school. Henry Clay and others were instrumental in acquiring the federal grants for the school.

Associated Press FRANKFORT A student who quit school but quickly obtained a new type of GED for teens would no longer be classified as a dropout under a guideline approved Wednesday by the Kentucky Board of Education. The equivalency diploma would not count for the school's graduation rate, but the student would have to take all the usual, mandatory state tests while pursuing it.

    Julia R. Ewan going to space
    On Friday, students at Julia R. Ewan Elementary School will join with more than 500 schools around the world by signing Student Signatures in Space posters to celebrate Space Day 2004: Blazing Galactic Trails. The program provides elementary and middle school students the opportunity to send their digitized signatures into space and feel a personal involvement with a NASA crew and its mission. Jointly sponsored by NASA and Lockheed Martin Corp., the program is an award-winning Space Day educational initiative. The space shuttle mission to carry this year's signatures will be selected after NASA returns to manned flight, currently scheduled for spring 2005. After the signatures return from space, the poster will be returned to the school along with a flight certificate and picture of the crew that carried the signatures into space. Since the program began in 1997, more than 2.5 million student signatures have flown in space. For more information on Julia R. Ewan's participation, call (859) 381-3462.

    Nondisciplinary alternative approaches have been adopted by a majority of state boards of nursing. These programs differ in scope and form, but all have similar goals. While protecting public safety, these programs also offer the impaired nurse an opportunity for treatment and recovery without the traditional disciplinary process. The National Council of State Boards of Nursing (NCSBN) has developed broad guidelines for programs. ( www.ncsbn.org ) The National Organization for Alternative Programs (NOAP) is working toward national standards and specific guidelines. ( www.alternativeprograms.org Kentucky's alternative program is operated by the Kentucky Board of Nursing and is funded by a $5.00 assessment added to each nurse licensure renewal application.

    (This information has been provided by the Kentucky Board of Nursing KARE Program) On January 1, 2001, the Kentucky Board of Nursing began implementing the Kentucky Alternative Recovery Effort (KARE) for Nurses Program, a confidential non-disciplinary monitoring program. The KARE for Nurses Program offers an opportunity for education, treatment and recovery for the chemically dependent nurse. Participants must meet the eligibility criteria and voluntarily enter into an agreement with the KARE for Nurses Program.

    The Kentucky P-16 Council is made up of three members of the Kentucky Board of Education, three members of the Kentucky Council on Postsecondary Education, the state Commissioner of Education, and the President of the Council on Postsecondary Education.
    Kentucky's P-16 Council: Early Work Addressing Areas of High Remediation
    Kentucky is one of a growing number of states across the nation that are establishing P-16 councils to make connections between all stages of education, beginning with primary school and continuing through four years of college. In many cases, such councils represent the only formal link between P-12 and postsecondary education. But their emergence provides evidence that more and more states are recognizing how important one level of education is to the other and how critical it is that postsecondary education be committed to excellence at the P-12 level. Since its formation in the spring of 1999, Kentucky's P-16 Council has had as its goal the creation of a "seamless" system of education. Each part of such a system would support and reinforce the efforts of all the other parts — moving a student from primary school through college graduation with a transitional ease that results from receiving the academic preparation needed at each level.

    Physical Activity Tips for Locked-In Students

    Kentucky Department of Education Officials in Barren County
    Rodney Kelly, Director for the Division of Career and Technical Education with the Kentucky Department of Education, along with Lois Barnes, Special Project Coordinator, made a site visit to Barren County High School this week. Kelly oversees Kentucky’s High School Reform Grant initiative, which is what brought him to the area.
    Kelly said Kentucky was one of only five states in the United States to receive a High School Reform Grant from the U.S. Department of Education, and Barren County High is one of 7 high schools in the Commonwealth selected to serve as a pilot site. These schools are to develop strategies that will be effective in increasing the academic and technical achievement of students.
