About the Kentucky Center for School Safety Kentucky has taken a major step to address the issue of school safety. With the passage of House Bill 330 in the 1998 General Assembly, an opportunity was established to create safe, secure learning environments where all children can successfully achieve. The mission and scope of work for the Kentucky Center for School Safety (KCSS), as established in House Bill 330 , demanded that a statewide collaborative effort be undertaken. The KCSS is operated by a consortium of three state universities (Eastern Kentucky University, University of Kentucky, and Murray State University), with the assistance of the Kentucky School Boards Association (KSBA). This collaborative partnership brings together a Management Team that is a dynamic blend of experience and expertise in project management and the provision of training and technical assistance to education, human service and justice professionals, teacher preparation, applied research, electronic communication, and school and community needs assessment. Eastern Kentucky University serves as the KCSS contract agency with the cooperation and support of the three partner agencies. The KCSS is guided in its work by a twelve-member

Dr. Paul B. Cook is a retired Executive Vice President for Administration and Technology at Western Kentucky University. he served as the Interim President of WKU in 1985. Since retiring from Western, Dr. Cook has worked with community groups and engaged in consulting activities. He received both his BA and MA from Western Kentucky University and his Ph.D. from the University of Kentucky. Dr. Cook serves as Chairman of the Board of Directors of the Medical Center at Bowling Green. He is a member of boards of the American National Bank, the Commonwealth Health Corporation, the Kentucky World Trade Center, and the Tourism and Economic Development Council, Inc. Trustee Education and Board Development Conducting trustee education and board development programs are AGB core competencies. It's what we do best. AGB programs enable governing and foundation board members to explore their responsibilities and deepen their understanding of state issues and funding priorities. By assisting states with their annual orientation programs, the Center works to strengthen communication, clarify responsibilities, define a shared agenda among state institutions, and contribute to cohesion and improved performance. Through AGB, the Center also offers trustee education and board development institutes and workshops by seasoned facilitators. AGB workshops in West Virginia, Kentucky, and other states have helped clarify the board's responsibilities in overseeing academic programs, appointing the chief executive, defining trustee expectations and obligations, and allocating resources. Center staff work closely with state higher education agencies and volunteer board leaders to carefully tailor each program to meet specific state and institutional needs. AGB has conducted scores of education and board development programs for public college and university foundations on such matters as fund-raising, board self-assessment, and relationships with governing boards. The Center also conducts periodic institutes for executives of public colleges and universities and university systems on their leadership responsibilities.

Three state nursing boards examine continued competency by Alexia Green, PhD, RN, and Benni S. Ogden, MSE, RN Consumers, legislators and regulatory agencies continue to raise questions regarding how nurses maintain competence in a rapidly changing health care environment. These questions are forcing the profession to reexamine the traditional methods of assuring accountability to the public: the initial licensure exam (NCLEX), continuing education and certifications. The Kentucky Board of Nursing (KBN) held a series of open forums during 1997 to provide opportunities to examine competency issues. This has resulted in the development of a model for determining initial and continuing competency. At present, graduation from an approved school, passing the NCLEX and effective communication in English constitute the state's requirements for initial competence. Kentucky is considering a clinical internship in which the student would demonstrate predetermined clinical standards before taking the NCLEX exam. The state is also considering the development of a professional portfolio as a tool to demonstrate continued competency. Currently, continued competency is measured by having no history of disciplinary action and earning required continuing education hours. The professional portfolio would include skill assessment inventories, peer reviews, formal nursing courses and continuing education courses.

SREB Jennifer Burke August 1998 Technology Standards for Teachers “To be effective, technology certification for educators needs to be part of formal education policy and a required element of school and teacher evaluations. . . . Educators need a system of technology training and certification.” Council on Basic Education, 1998. The rapid increase in the availability of computers and other technology in schools represents a significant investment, and state leaders are concerned about results. To what extent does technology use result in improved student learning? Research has found that teacher skill in using technology is a major factor in improving student learning with technology. Teachers must know not only how to use technology but also when and why to use it. Teacher technology standards identify essential skills teachers need for effective use of computers and other electronic equipment in schools today. State teacher licensure and certification has not kept pace with rapid changes in technology and teaching. Linking technology skills assessments to licensing requirements helps ensure that teachers have the skills to support and guide students and to increase student learning using technology. Twelve SREB states have established teacher technology standards or guidelines that address several levels of competency:

2004 Awards of Excellence in Public Health
To Be Given at the Second Annual Northern Kentucky Poverty Symposium
Poverty issues erect major barriers to families reaching their full health, economic and life long learning potentials, among others. This year the Award of Excellence in Public Health will be presented to two recipients who have a long history of advocating and assisting those at high risk for needed medical and social services. The Northern Kentucky Health Department will honor the Northern Kentucky Community Action Commission (NKCAC), Brian Angus, Executive Director and staff, and Christopher A. Cunha, M.D. of Pediatric Associates for their outstanding contributions and collaborations in public health. Gary Crum, Ph.D, District Director of Health, and Rice Leach, M.D., Kentucky Commissioner for Public Health, will present the awards at 8:45 a.m. on Wednesday, May 19, 2004, at the Second Annual Northern Kentucky Poverty Symposium. This symposium will be held in the Otto M. Budig Theatre located in the University Center of Northern Kentucky University in Highland Heights. “It is very appropriate that we present this important award to Brian Angus and his staff at this poverty symposium since one of the major accomplishments that the agency is being recognized is their coordination and creation of the first White Paper on Poverty in Northern Kentucky that was presented at their first Northern Kentucky Poverty Symposium last year,” said Crum. “They collaborated with the Health Department on the issues related to access to health care. We are proud to recognize this effort.”
