Exhibition of the winning art works of children to be published in the next edition of the UNESCO album “The children are painting the world, Kazakhstan” took place on June 1st 2004 in Presidents' Cultural Centre, Astana. Minister of Culture Mr. Dyusen Kaseinov and Minister of education and Science Mr. Zhaksybek Kulekeyev welcomed children, their parents and teachers gathered from all over Kazakhstan. Special prizes established by sponsors of the album were given to the brightest young talents.

    The Central Asian States continued to suffer economic decline in 1999, with all four countries covered by the Tashkent delegation experiencing a decrease in foreign investment and a fall in economic indicators. Growing discontent with multilateral regional organizations became evident when Uzbekistan withdrew from the CIS* Security Treaty and Turkmenistan pulled out of the CIS visa-free travel agreement.
    Clashes with fundamentalists
    A bombing incident in Tashkent in February, attributed to Islamic groups, heightened concern over the growth of fundamentalism in Central Asia. Leaders of all four of the countries covered by the regional delegation subsequently agreed to take strong measures against fundamentalist activities. Fighting broke out in August between the Kyrgyz army and a group of combatants operating along the border between southern Kyrgyzstan and Tajikistan. Uzbek air strikes against these armed groups hit Tajik territory, resulting in a deterioration in the relations between Uzbekistan and Tajikistan. [3]
    Helping displaced and returning families
    The fighting in southern Kyrgyzstan forced the displacement of approximately 5,000 people in the Batken area. The ICRC and the Kyrgyz Red Crescent Society cooperated to distribute food and hygiene articles to displaced and returning families.

    Prague, 27 April 2004 (RFE/RL) One of the front lines in the global fight against international terrorism is Central Asia.
    That role was underscored during the past month, when a series of attacks by reported extremists swept through the Uzbek capital Tashkent and a second city, Bukhara.
    The attacks also underscore the curious fact that extremism in Central Asia is largely limited to Uzbekistan.

    CICA Almaty Summit and the Future of Regional Security

    Ladies and gentlemen,
    One month has elapsed since the first summit of the Conference on Interaction and Confidence-Building Measures in Asia, which has attracted lively interest throughout the world, and, thanks to the help of the Brookings Institution, in part to Ms. Fiona Hill, we have the opportunity to share a little about Kazakhstan's approaches to issues of maintaining regional security.
    One must note that the member states of CICA have varied, often unique, approaches to development strategies, their own mentality, and their views of regional and world problems. One must also add the complexity of their relations with each other, their recent history of violent conflict and their mutual, deeply rooted historical mistrust.
    People frequently ask why Kazakhstan took upon itself such a complicated mission as creating a system of Asian security. Firstly, Kazakhstan, at the moment it attained independence, was neither involved in any conflicts nor did it have any pretensions on any of the countries in the region. This one circumstance has predisposed Kazakhstan to the establishment of friendly dialogue with interested countries. Secondly, we have demonstrated our commitment to peace-loving policies by voluntarily relinquishing possession of the world's fourth largest nuclear arsenal, after which trust towards our country has grown even more. Finally, successful economic and political reforms in Kazakhstan, which have strengthened authority and, if you will, increased renown of our country in the international arena, have also contributed to the progress of CICA.

    Kazakhstan is a newly independent nation in the midst of profound economic and political change. The capital is Astana. The U.S. Embassy is still located in Almaty, the largest city and former capital. Tourist facilities are not highly developed, and many of the goods and services taken for granted in other countries are not yet available. Internal travel and travel to other New Independent States (NIS), including both air and land routes, can be subject to disruptions and long delays.
    REGISTRATION AND EMBASSY LOCATION: Americans are encouraged to register at the Consular Section of the U.S. Embassy in Almaty and obtain updated information on travel and security in Kazakhstan. Registration allows for quicker replacement of a lost or stolen passport, as well as contact in the case of an emergency.
