SOMARC: Social Marketing History is Made in Kazakhstan
Social marketing history was made in Kazakhstan on Nov 8 with the inauguration of the Red Apple initiative, a contraceptive social marketing program. Prior to this launch, the private sector market for this type of product was virtually non-existent. With the blessings of the Kazakhstan Ministry of Health and United States Agency for International Development, SOMARC is successfully establishing the market as well as dramatically expanding the distribution system through pharmacies and other outlets. In addition, SOMARC has convinced have international pharmaceutical manufacturers to enter this previously undeveloped market under the Red Apple banner with seven products, have brands of pills, a condom, and an injectable.

While in 1994 there was no armed conflict in the region covered by the delegation in Tashkent, the ICRC remained concerned about a number of existing and potential problems. The difficult economic situation prevailing in all four countries created a risk of social unrest, and ethnic tension gave rise to fears of renewed clashes in some areas.
In keeping with its main objective for the year, the ICRC worked, both from Geneva headquarters and from the regional delegation, to spread knowledge of the basic rules of international humanitarian law and of Red Cross/Red Crescent activities and their guiding principles of neutrality, impartiality and independence.
Apart from fostering contacts with political and military circles as well as the national and provincial Red Crescent and Red Cross organizations in all four republics, ICRC delegates gave talks on humanitarian law, the International Red Cross and Red Crescent Movement and the ICRC's work, distributed essential dissemination material and organized events which were given extensive media coverage. This enabled the various National Societies, which are still awaiting recognition, to make their work better known among wide sectors of the population.
Throughout the year, the regional delegate had meetings with senior officials of the Ministries of Defence, the Interior, Justice and Foreign Affairs of the four republics and various ambassadors based there, and with the local authorities in 24 provinces and the autonomous republic of Karakalpakstan. The delegation arranged for three presentations on international humanitarian law and the International Red Cross and Red Crescent Movement to be given for senior representatives of government and parliament in Ashgabat, Tashkent and Bishkek. High-ranking members of the armed forces of Kyrgyzstan, Kazakhstan and Turkmenistan attended specialized dissemination courses in Bishkek, Almaty and Ashgabat. The ICRC also organized a series of 29 lectures for representatives of the local authorities and Red Crescent/Red Cross members and volunteers in provincial capitals throughout the four republics.

During the 1950s and 1960s Soviet citizens were urged to help settle the "New Lands" of the Kazakh Soviet Socialist Republic. The influx of immigrants (mostly Russians, but including some deported minority nationalities) skewed the ethnic mixture and enabled non-Kazakhs to outnumber natives. Independence has caused many of these newcomers to emigrate. Entering XXI Century (The East-West-Trade Journal. East West Forum ¹ 3, 2002) When Kazakhstan gained its state independence on December 16, 1991, the country commenced forming the conceptual and practical grounds of the country's foreign policy. First President of independent Kazakhstan Nursultan Nazarbayev clearly defined a strategy of Kazakh diplomacy: creation and support of the favorable external conditions for tile country's forward development based on the political and economic reforms. The nature and essence of the transformations inside the country predetermined the foreign policy's priorities and directions, its rationalism and careful planning, policy of fullscale participation in the international and regional affairs. The government of the country made some crucial decisions in the military, political and economic fields, as well as in the field of democratic transformations and state formations, which made it possible for Kazakhstan to smoothly integrate into the world community. In general, the national development strategies chosen by the country harmonically coincided with the general global tendencies of political and economic liberalization. When summarizing the foreign policy's principal outcomes for ten years of sovereign development, one should note an imperishable importance of such historical event as nuclear free status of Kazakhstan supporting the non-proliferation regime. The diplomacy of Kazakhstan has made sustainable progress in the Russian, Chinese, Central-Asian, American, European and other directions. As a result of pressing efforts on the border perimeter, a zone of security, good-neighbourhood and friendship was created. What is more important that Kazakhstan has no conflict with any country. In general, the external conditions for strengthening of country's sovereignty, promotion of its political and economic interests have been created.

The Politics of Education in Kazakhstan
Carolyn Kissane
Teachers College, Columbia University Topic of Research My research focuses on the Politics of Education in Kazakhstan. In particular, I address the following three distinct but interdependent questions: 1) How and why does a regime that gives strong preference to titular nationals reshape its curriculum? 2) To what extent and how does such a policy promote streaming of members of different ethnic categories into different educational trajectories? 3) How do the interaction of 1) and 2) affect the likely careers and cultural standing of non-titulars? Building on the results of my dissertation research, Schools and History "In Transition" The Case of Kazakhstan examining policy and instructional changes in the teaching of history, I expand my study of politically relevant education to concentrate on how policies at the secondary level, while also examining the primary and tertiary levels, create processes that lead to ethnic sorting and educational stratification resulting in different educational and career outcomes.

But the region's new status has yet to rescue it from the economic and social hardship that is its historic and geographic legacy. RFE/RL spoke to Kent Hill, the assistant administrator for Europe and Eurasia at the U.S. Agency for International Development (USAID).
