Frequently a person will make a telephone call to Missouri Western State College in St. Joseph. The telephone call will be making an inquiry about teacher education at Missouri Western.
One frequently asked question is "what are the teacher certification requirements for this or that?" The following webpage will be a starting point for searching for an answer to this question. Note that the requirements listed on the Missouri Department of Elementary and Secondary Education page are the "minimum requirements." Most colleges will require more than the minimum listed courses or credit hours:
Missouri Department of Elementary and Secondary Education: Certification Look on the right side of the page for a direct link to teacher certification requirements. A second frequently asked question is where can I take classes other than at MWSC. Be cautious with taking classes that are not formally approved for teacher certification by a college or university. The following, however are sources for off-campus study classes.
Any Extended Campus/correspondence class that is used to meet a MWSC requirement must be approved prior to the registration for that class.

by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

52. Policy Update: Kansas: A Work In Progress - Quality Counts '99
Last year, the state board began reviewing proposals to redesign kansas own teachercertification process. The kansas NEA presented

Kansas:
A Work in Progress by Adrienne D. Coles Vital Statistics Public school districts Public schools K-12 enrollment Minority students Children in poverty Students with disabilities 2.7 billion Annual K-12 expenditures
(all revenue sources) riting and rewriting standards was the focus for state educators in Kansas last year. In 1997, after months of contention, the state school board decided that the state's academic standards should be revised and the student assessments rewritten to reflect them. In particular, the board wanted to eliminate many of the performance-based components, which were seen as unreliable and an inefficient use of students' time, says Kevin Gilmore, the board chairman. So last year, the board created an academic-standards committee and asked it to review current curricular standards for reading, writing, mathematics, science, and social studies. The committee was charged with bringing greater clarity and specificity to what teachers should teach and students should learn at different grade levels. It was also told to set priorities for what would be tested on the state assessments and provide advice on assessment methods. The advisory committee has made progress on reading, writing, and math, and it continues to work on social studies and science. Each revision produced by the committee must be reviewed by the board before portions of the tests are approved and then adopted.

As I sit here to write my report, I realize that it cannot convey the organization, quality, or amount of information contained in the ESOL/ BE web site created and maintained by Christopher Renner's office at the Kansas State Department of Education. Here is the website address: http://www.ksde.org/psst/esolcontentpage.htm Further developments in Kansas are underway in the Kansas City, Kansas Bilingual Education Career Ladder Program. This program, known as Project AchievEe, aims to recruit language minority students into the teaching field and assist them as they complete their education. The project currently serves ten students and ultimately may include up to 25. Students are supported throughout their education by means such as preparatory workshops for the Pre-Professional Skills Test (PPST), a required test for teacher certification in Kansas. The workshops were prepared and run by Tracy Chambers, Instructional Coordinator for the project. Two of the Project AchievEe students have already passed the PPST and are wrapping up coursework at Kansas City Kansas Community College. They will begin study at the University of Kansas in the fall. The one obstacle that project organizers have encountered is finding participants in the Kansas City area who are willing to finish their academic work at the University of Kansas, the only university in the state with a five-year teacher education program. Additionally, there is some concern that the change in presidents and the corresponding changes in the allocation of federal funds for education may affect the project’s chances of getting its grant renewed. However, Project Director Marleen Elliott is optimistic, saying, “We are on track according to the established timeline in achieving the goals and objectives set forth in our original grant proposal.”
