    LOCAL POLICY NEEDED ON CLASS SIZE-CASELOAD
    Each LEA must submit a copy of the local policy regarding class size and caseload for students with exceptionalities. This local policy must be adopted by your local Board of Education, and signed by an official of the Board. Although the local assurances are due October 16, the class size/caseload policy is to be submitted by February 1, 2001.
    A memo from Carol Dermyer addressing this requirement accompanied the LEA application for each district/coop. Additional information and resources were given regarding options that may be considered by local boards in adopting a policy which meets the needs at the local level in providing FAPE to students with exceptionalities.

The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship.     English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    Recently many state departments of education have mandated designs for preservice teacher education programs. Requirements often reflect pressures from teacher organizations, state legislatures, and state boards of education. But the role of the specialists in English education, education, classroom teachers of English language arts, and members of the National Council of Teachers of English state affiliates in the design of such programs has been minimal or nonexistent. The role of such individuals and organizations should be central in the design of teacher education programs. The Committee on Teacher Preparation and Certification of NCTE is directly concerned with this question and has a network of NCTE members qualified to assist state committees. Be it therefore Resolution
    Resolved, that the NCTE Executive Committee or headquarters staff prepare a statement urging that state certification and accreditation agencies, when contemplating changes in requirements for certification or licensure for English language arts or elementary teachers or for accreditation of English language arts or elementary teacher education programs, include on the committees as members or advisors a specialist in English education, a classroom teacher of English language arts, and one or more representatives of National Council of Teachers of English affiliates; and

    Teachers Certification
    The Academy offers a Teacher Certification Program which includes training in all aspects of neeldearts instruction. It is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine his or her instructional skills. The certification candidate will develop teaching and presentation skills, will enhance his/her design and color capabilities, and will produce written work necessary for successful teaching of the needlearts. Book critiques, color and design notebooks, and several hands-on teaching experiences complete the certification process. Oral presentations and the display of the candidate's embroidered work are among the highlights of the Certification Workshop. In 2004, Certification Workshop is March 18 to 19 followed by Assembly on March 19 to 23. Full certification requires three years of intensive study along with participation in four Certification Weekends that coincide with the NAN Assembly held at The Fairmont Kansas City at the Plaza.
