• Increase Base State Aid Per Pupil by $27 over the allotment rate (from $3,863 to $3,890), at a cost of $15,700,,000.
• Add $39 per full-time equivalent student, at a cost of $17,4000,000.
• Increase the at-risk weighting from 0.10 to 0.13.5, at a cost of $18,100,000.
• Increase the bilingual education weighting from 0.20 to 0.22, at a cost of $1,000,000.

Overview Homeschooling is perfectly legal in the state of Kansas. Unfortunately, Kansas’s statutes do not mention homeschooling specifically, and thus some confusion exists on this issue, especially among public school officials and occasionally among local legal authorities. However, among the state's legal authorities, which includes the Kansas Attorney General, the Department of Social and Rehabilitation Services (SRS), the legal staff of the Kansas State Board of Education, and numerous district courts, the legality of homeschooling in Kansas is fairly well settled. Kansas Statutes The 1996 Kansas Legislature amended K.S.A. 72-1111, the statute pertaining to compulsory school attendance in Kansas, to read as follows: Additionally, K.S.A. 72-53,101 imposes a one-time registration requirement at the establishment of a private school in Kansas: "72-53,101.Each official custodian of a private elementary or secondary school shall register the name and address of the private elementary or secondary school with the state board of education."

Oct. 28, 2003 A settlement has been reached in a class action lawsuit alleging that Microsoft Corp. violated Kansas’ antitrust and unfair competition laws, Ben Barnow of Barnow and Associates PC, Thomas H. Brill of The Law Offices of Thomas H. Brill, and Ralph K. Phalen of The Edgar Law Firm LLC, class counsel for a class of Kansas consumers, and Microsoft Corp. today jointly announced. The settlement, which received preliminary approval Oct. 24 from the District Court for Johnson County, Kansas, will make vouchers available to class members that may be used to buy any manufacturer’s desktop, laptop and tablet computers, any software available for sale to the general public and used with those computer products, and specified peripheral devices for use with computers. Under the claim process provided for by the settlement agreement, $32 million in vouchers is available to class members; the actual amount to be issued will depend on the number and size of the claims that are actually made. Under the terms of the settlement agreement, Microsoft will provide one-half of the difference between $32 million and the value of vouchers issued to class members to Kansas’ public schools in the form of vouchers that may be used by schools to purchase a broad range of hardware products, Microsoft® and non-Microsoft software, and professional development services. The vouchers will be made available to public schools where 50 percent or more of the students are eligible for reduced-fee or free meals under the National School Lunch Program.

It gives us great pleasure to invite talented high school students and teachers from your school to participate in the Second Annual Oklahoma, Kansas, Nebraska Junior Science and Humanities Symposium (OKN-JSHS). The symposium will be held at Oklahoma State University from 3:30 p.m. on Sunday, April 4, to 2pm on Monday, April 5, 2004. The Oklahoma, Kansas, Nebraska Junior Science and Humanities Symposium is part of an established national program of the Academy of Applied Science and the U.S. Army, Navy, and Air Force. Lodging and most food expenses will be covered by OKN-JSHS.
The deadline for teacher and student applications is postmarked by March 1, 2004.
Applications received after that date cannot be considered for participation in the symposium.
We invite you to select outstanding science students who can present either a paper or poster or simply attend the presentation sessions. The paper and poster presentations require the student prepare a written report describing original research results in science, mathematics, or engineering. The presentations will represent the finest efforts of high school students in the region toward either original laboratory or field research, or original work in mathematics or the humanistic aspects of science. All students wishing to present a paper or poster at OKN-JSHS must send their application with an abstract of their research paper on a copy of the abstract form (see the Applications section for all necessary forms).

Almost all physical therapy (P.T.) programs in the United States are Master's level. All students entering a P.T. program must have baccalaureate degree from an accredited four year college or university. The Kansas State Archives
Since 1905 the Kansas State Historical Society has served as the state archives. State archives holdings include the inactive unpublished records of state government with enduring value. These records document the workings of state government. The state archives also has a limited number of local records from Kansas counties and towns and is cooperating with the Genealogical Society of Utah in filming local government records. This microfilm is available in the research room and through the LDS Family History Center system. Archives records are available in original form or on microfilm. Microfilm is self-serve, and records not on microfilm should be requested at the retrieval desk in the research room. Finding aids are available for some record series, and an inventory of archives holdings to the "series" level is on-line at the reference desk. The reference staff is happy to help patrons locate archives holdings and fill out call slips. Patrons may also be referred to the state archivist or other staff members for assistance.

IN NASA/FAA GENERAL AVIATION DESIGN COMPETITION
A joint design effort by student teams from three Kansas universities took first place in the 1997 NASA/FAA General Aviation Design Competition. The schools teaming for this design are University of Kansas, Lawrence; Wichita State University, Wichita; and Kansas State University, Manhattan and Salina campuses. The award was presented today in a special ceremony at the Experimental Aircraft Association's Annual Convention and Fly-In at Oshkosh, Wisc. NASA Administrator Dan Goldin and FAA Acting Administrator Barry Valentine presented the awards. The national competition seeks to involve university student teams from U.S. engineering schools in the revitalization of the general aviation sector. Revitalization goals present open-ended design challenges that stimulate engineering students and provide the basis for a quality educational experience, while helping students understand the economic relevance of general aviation. Teams were asked to address design challenges in one or more of the following technical areas: Integrated cockpit systems; propulsion; noise and emissions; integrated design and manufacturing; aerodynamics; operating infrastructure and new designs such as air-cars. Students may consider designs for an entire aircraft or for a system or subsystem.

Schools that follow the blueprint protocol experience about a 40% reduction in bullying within the first two years of the program. Our strategy for Kansas is as follows:
  • We have initiated a "train the trainer" program and have invited each school district in Kansas to send trainers to become instructors in the Kansas Bullying Prevention Program. These trainers will return to their schools where they will train the staff and coordinate the bullying prevention plan.
