Supreme Court Blocks Plan to Close Kansas Schools Topeka Associated Press
May 19 The Kansas Supreme Court today blocked a lower court order that would have shut down state public schools after June 30. The controversy stems from a disagreement over school funding.
The one-paragraph high court order says all further proceedings in the school finance lawsuit against the state remain on hold, until the justices rule on the lawsuit.
Last week, Shawnee County District Judge Terry Bullock declared that public schools would not be permitted to spend any money after the end of next month, unless legislators correct constitutional flaws in the Kansas formula for distributing education dollars.
If put into effect, Bullock's order would have prevented schools from opening in the fall.

Judge Orders Kansas Public Schools to Close Topeka Associated Press
May 11- Kansas must close its public schools this fall while it fixes constitutional flaws in its system for distributing aid to those schools.
That's the ruling today from a judge in Topeka, in a case already under appeal to the Kansas Supreme Court.
The order by Shawnee County District Judge Terry Bullock anticipates he'll soon issue a follow-up restraining order, preventing the spending of any money after June 30. That means today's order will not affect the academic year winding down now.
The State Board of Education says an appeal will be filed quickly, and could stay Bullock's order past the start of the new school year. The attorney general's office said it will have a response in about two hours.

Institute for Creation Research. All Rights Reserved. ICR has always agreed that the universe operates today by observable natural processes, but it also recognizes that today's natural processes neither create nor evolve anything. Thus, origins events of the past must have been accomplished by supernatural processes which are not now observable. ICR, along with many other citizens of California, pleaded with the school board not to adopt this Framework citing its scientific overstatements and its contempt for those harboring views which included the supernatural. We were assured that the Framework was just a set of optional guidelines for science teachers and would not be mandated. We knew at the time (and suspect they knew) that this was not their intent at all. And sure enough, the Framework, in an even more offensive and less scientific form, was later adopted for use throughout the state. It has been used as a basis for terminating science teachers and for selecting textbooks.

DICKINSON COUNTY
by A. C. Van Dyke, ex-county superintendent DICKINSON COUNTY The county was organized in 1857. The first county seat was located at Newport, one mile east of Detroit; but in 1862, it was removed to Abilene. The first regular election of county officers was held in November, 1860. Samuel Ruthruff was the first person to fill the office of county superintendent of schools. He was elected in 1860, and till April, 1864, when he resigned in favor of E. W. Bradfield, who held the office till August, 1865. Ex-Superintendent Ruthruff was then appointed for the unexpired term. The first school was organized in 1863, at Lyona. Matilda Smith was engaged to teach the school, at a salary of twelve dollars per month. For several years, the sessions were held in a log church, built by German settlers, and fitted out with plain board benches for seats. School supplies were scarce. Books and slates came from Leavenworth, by ox team. The alphabet was mastered first; then primary reading and number work. The children were robust and healthy. Corn bread and buffalo meat was their principal diet. Although numerous Indians tribes wandered over the county on hunting expeditions, yet, fortunately, no pupil was molested on his way to school.

CLARK COUNTY
by W. L. Cowden, county superintendent CLARK COUNTY was organized by Gov. John A. Martin, May 5, 1885. Previously it had been under the jurisdiction of Ford county, whose superintendent organized one school district, the record of which is as follows: "School district No. 1, county of Clark formed January 12, 1884; preliminary notices posted January 18; notices of first district meeting posted February 16; Norval Dudley was elected director, Mrs. Nannie Baker, treasurer, and W. T. Wade, clerk." The first school was taught by Hamilton Myers, in a small frame building. In October, 1884, the town of Ashland was located within the limits of district No. 1, and, in the following summer, was made the county seat. Therefore, in more respects than one, district No. 1 is the first in the county. The schoolhouse site was changed to Ashland, and Mrs. I. M. Walker taught the next school. Sometime in the summer of 1886, bonds were voted to build a schoolhouse. The foundations were completed, when the school board decided that the rapidly growing town needed a better house than the one contemplated. More bonds were voted, and the next spring a two-story brick building, with accommodations for 300 pupils, was contracted for. In August, when the house was nearing completion, it accidentally caught fire, and became a total loss in a few minutes. The foundation was not damaged, and another house like the one destroyed was built thereon and ready for use the following January.

AN ACT relating to the government of schools in Kansas City, Kan., and to amend section 6290 of General Statutes of 1901. Be it enacted by the Legislature of the State of Kansas: SECTION 1. That section 6290, being also section 182, article 10, chapter 92, of the General Statutes 1901, entitled "An act for the regulation and support of common schools," be and the same is hereby amended so that the same shall read and be as follows: Sec. 182. The board of education shall have power to elect their own officers, make all necessary rules for the government of the schools of such city under its charge and control and of the board, subject to the provisions of this act and the laws of this state; to organize and maintain separate schools for the education of white and colored children, including the high schools in Kansas City, Kan.; no discrimination Kan. Tuesday, a Topeka judge ordered them all closed. Lawmakers must fix constitutional flaws in the way they distribute money to public schools, or they won't get any money from the state after June 30th. Judge Terry Bullock calls the school funding formula inadequate and inequitable. The ruling is already being appealed to the Kansas Supreme Court. This comes three days after lawmakers adjourned without passing legislation to fix the school finance system. Kansas Governor Kathleen Sebelius blames those lawmakers. In a statement she says, "it's unfortunate that Kansas school children, their parents and teachers must suffer the consequences of the legislature's failure to meet its constitutional responsibility." Meanwhile, Attorney General Phil Kline promises school will open in the fall.

February 27, 2001 One of the hometown newspapers of AiG-US , 'The Cincinnati Post,' printed an editorial on February 19 that praised the state of Kansas (USA) for adopting new pro-evolution science standards for its public schools. 'The Post' editorial claimed that
  • 'the state Board of Education has reinstated the teaching of evolution' in schools and the 'basics of modern science' such as plate tectonics were also restored to the science curriculum despite the efforts of 'religious fundamentalists.'
