Drug Abuse Resistance Education
D.A.R.E. in Kansas The Statewide D.A.R.E (Drug Abuse Resistance Education) Program was created by the legislature in1999. The program has two staff members, whose duties include assisting and providing resources to D.A.R.E. officers across the state, making school visits, and coordinating the training required before officers can teach the lessons. D.A.R.E. was established in 1983 and continues to be an active partnership between parents, schools, and law enforcement. The program has grown to be the most popular and widely used prevention curriculum in the world. Kansas has 257 D.A.R.E. officers representing 122 law enforcement agencies in 58 counties. In 2001, more than 130,000 Kansas students in 394 schools from 161 districts received the D.A.R.E. program. D.A.R.E. is a school-based prevention curriculum designed to be delivered by uniformed law enforcement officers. Its goal is to assist students in developing knowledge, skills and attitudes that will help them avoid substance abuse and violence. D.A.R.E. is a partnership between schools, families and law enforcement that enhances the protective and social bonding factors in family, school and community. It helps students identify risk factors and works on building skills to avoid those risk factors. The core curriculum is designed for the exit level of elementary school (usually 5th or 6th grade), and consists of a 17-lesson format. The middle school and high school curriculums are each delivered in 10 lessons. All three of these curriculums use a workbook and are based on a cooperative learning strategy.

COMPREHENSIVE COUNSELING PROGRAMS IN KANSAS SCHOOLS: A RATIONALE
Schools are increasingly being forced to respond to societal problems seen in such indicators as drop-out rates, youth suicides, substance abuse, tensions between students, gangs, and violent behavior. Attempts are ongoing to identify students who are "at risk" and to intervene in meaningful ways to prevent problems from reaching this level. In addition, recent movements toward educational reform have focused upon providing quality education for all students. Although approaches vary, quality standards are being identified for educational programs, staff performance, and accountability.
Kansas Educational Policy
In recognition of its responsibility for Kansas educational systems and in promoting quality programs, the Kansas State Board of Education has defined its mission for Kansas education to be:
"To prepare each person with the living, learning, and working skills and values necessary for caring, productive, and fulfilling participation in our evolving, global society." (Kansas State Board of Education, 1989, reaffirmed 1993).

http://nekesc.org/kids/cbm.html
Curriculum-Based Measurement Northeast Kansas Education Service Center Lecompton, Kansas Director: Jim Wheeler, PhD. ....Measuring Learning Outcomes and Making Data-Based Decisions Using Curriculum-Based Measurement is a three-year model being developed by the Northeast Kansas Education Service Center to change pre-referral, referral, identification, classification, placement, and program delivery practices in special and general education programs in Kansas. ....Addressing school reform issues and Quality Performance Accreditation, the project grounds district restructuring efforts to the basic unit of school instruction: the general education classroom. The project aligns general and special education teachers to work cooperatively and collaboratively within the general education classroom. Together, teachers can access and plan appropriate classroom support services, set achievement standards and evaluate student progress using continous performance measures of the child's progress in the curriculum taught. ....Curriculum-Based Measurement is developing a regional, normative base for selecting students in need of special services. Development of regional curriculum-based achievement standards provides a curriculum-centered rationale for the level and duration of instructionally-appropriate special education support services. Student eligibility for special education services is determined through frequent classroom assessments of the student's proficiency in the school's curricula.
