At the school library level, the further impact of these budget shortfalls is that in many cases, library budgets have been reduced, frozen or eliminated, media specialists and library aides are losing their jobs, and some school media centers are closing. Of those that remain open, many are being staffed by teachers and school personnel (even parents and volunteers), rather than by professional librarians. Additionally, some media specialists are now working "split-schools," in which they are required to split their time among two or three (or more) schools, often without the help of library support staff.

    for the Years of 2001 and 2002 Kansas has implemented policies guaranteeing five reading rights for students 1. Students have the right to be taught by certified teachers who have taken two or more courses in the teaching of reading and/or who have demonstrated their proficiency in the teaching of reading. These certified teachers keep their skills up to date through effective professional development. The state requires reading courses for all teachers K-12 or requires that all K-12 teachers show proficiency in the teaching of reading. The state requires ongoing professional development for teachers. Kansas Evidence for Star 1 On average, elementary teachers in Kansas complete 6 credit hours in the teaching of reading as well

Library Media Certification Standards (a) Each applicant for a library media endorsement shall have completed a state-approved library media program which includes graduate level coursework, shall have a valid teaching certificate and shall be recommended by a teacher education institution. (b) Provisional endorsement (1) For any application for a provisional endorsement made prior to July I, 1992, an applicant shall be issued an initial one-year provisional library media endorsement if the applicant: (A) Has a valid teaching certificate; (B) has on file at a teacher education institution, a deficiency plan to complete a state-approved library media program; and (C) has submitted a statement, from the teacher education institution at which the deficiency plan is filed, verifying that the applicant has completed a minimum of 12 semester hours in a state-approved library media program. (2) A provisional endorsement issued under paragraph (1) of this subsection may be renewed for three additional one-year periods. if the applicant submits annually: (A) An application for renewal; and

    Philosophy
    • The purpose of the library is to support school and district curriculum, teachers' classrooms, and students' interests. Information literacy is essential to critical thinking and independent, lifelong learning. The library is available to staff and students throughout and beyond the day. Scheduled visits to the library have a purpose and all activities are supportive of the curriculum. Classes, small groups, and individuals are scheduled into the library for varying time periods appropriate to need. Use of the library for activities co-planned by the teacher and library media specialist has priority. Student and staff use of the library may be scheduled for activities not needing the library media specialist.

    • The library media center is open daily from 7:00 a.m. to 3:00 p.m., and some days later.

    October 22-23. noon to noon, Kansas City Airport Radisson Hotel, Kansas City, MO Treasure Mountain #11 is an opportunity for the researchers, educators, and practitioners of the school library media profession to focus on the measurement of impact of school library media programs on learning. It is open to anyone who cares about building a case for the role of a strong library media program in the lives of young people. Each participant should come to the retreat having done background reading, some hard thinking on the topic, and something to share whether that be a piece of formal research, some action research, or some techniques or strategies that have been tried in a local school or district. The anticipated outcome is to boost everyone's understanding whether expert or novice in the topic. Handouts, tip sheets, ideas, websites for about 80 persons are welcome. Formal papers/written experiences/action research will be published as a proceedings.
