(b) Provisional endorsement (1) For any application for a provisional endorsement made prior to July I, 1992, an applicant shall be issued an initial one-year provisional library media endorsement if the applicant: (A) Has a valid teaching certificate; (B) has on file at a teacher education institution, a deficiency plan to complete a state-approved library media program; and (C) has submitted a statement, from the teacher education institution at which the deficiency plan is filed, verifying that the applicant has completed a minimum of 12 semester hours in a state-approved library media program. (2) A provisional endorsement issued under paragraph (1) of this subsection may be renewed for three additional one-year periods. if the applicant submits annually: (A) An application for renewal; and

Introduction
There are many policies and procedures impacting school libraries. This document attempts to provide a basic framework for consideration when writing or updating those policies and procedures in school districts throughout the State of Washington. No attempt has been made to be inclusive, but rather to address those policies, or portions of policies, having a direct impact on library programs. Included is a basic outline of items to be considered when writing these policies, references to appropriate current RCWs and WACs, some sample policies from several school districts around the state and position statements from national and state organizations. School district policies are dynamic and often in need of revision and/or updating in order to be in compliance with current law, changes in educational philosophy and other advancements of society. It is hoped this document will be useful to library media specialists who accept the professional responsibility of participating in the writing of school district policy or who want guidance in gaining a better understanding of various policies and the procedures to implement those policies.

Developed in collaboration with AASL, the campaign seeks to increase public awareness of the significant contributions made by school library media specialists through school library media programs to further the academic achievement and lifelong learning of students; strengthen a belief in the value of school library media programs and school library media specialists; and position school librarianship as a desirable career opportunity. The campaign will target teachers and administrators, students and parents, and boards of education. Secondary audiences include legislators and the community at large. "The @ your library school advocacy campaign reaffirms that school library media programs are critical to the learning experience, that school library media specialists are crucial to the teaching and learning process, and that school library media centers are places of opportunity," said AASL President Fran R. Roscello. "These three key messages will be used throughout this campaign at the national and local level to speak about how critical school library media programs, specialists and centers are to the bottom line in all schools: student achievement." To help school library media specialists promote the campaign locally, all conference attendees will receive a copy of a new
