Dwight D. Eisenhower Day
October 14, 1999
On October 14, 1999, more than 2000 students and teachers attended the first ever Dwight D. Eisenhower Day celebration here in Abilene, Kansas. The Kansas Legislature recently passed a resolution recognizing October 14 of each year as "Dwight D. Eisenhower Day" an official state observance and an opportunity for schools to teach students about the 34th president. There were speeches, music and the highlight was the 1,800 red, white and blue balloons released while Tim Roets sang "God Bless the USA". Students participated from eight Abilene area schools, including Eisenhower Elementary School in Junction City. The ceremonies included performances by the St. John's Military Academy, Salina drill team, color guard, and band. Among the special guests were Anne Eisenhower Flottl, and Secretary of State Ron Thornburgh.

SALINE COUNTY
SALINE COUNTY (by Judge O.P. Hamilton) In August of 1862, Salina was but a small village of some 10 or 12 houses, constructed mostly of cottonwood poles, and clapboards made from native timber (oak) used for siding, with the exception of a two-story frame building, constructed by Colonel Phillips, on the corner of Santa Fe and Iron avenues. The southwest corner room was at that time and sometime afterwards used as a common hall for various purposes, viz.: Church, Sabbath school, county elections, dancing hall, public lectures, and district or common schools. This term of school had no interruption in its progress, except on the morning of the 16th of September, when the town of Salina was raided quite early in the morning by a band of Texas rangers and horse thieves, who had things pretty much their own way for a few hours. The teacher and a few of the scholars fled to the country for assistance, but were overtaken, and informed they should not in any manner be harmed. This term and two others, with short intervals, were taught by the same teacher, and attended by about the same number of scholars.

Greetings from Topeka! The 2003 Legislative Session is in its eighth week and we have met our first major deadline: Turnaround. Turnaround marks the midpoint of the Session. During the first half of the Session, committees reviewed the bills sent to them; listened to testimony on each bill from proponents, opponents, and neutral parties; discussed the information gathered through this process; considered any amendments that were proposed, and - finally, voted on the bill. Following the passage of a bill, it is sent to the House of Representatives. As part of this process, the bill is reprinted to reflect any amendments and is then sent to the House. A similar process takes place in the House. Turnaround helps to ensure the legislative process moves forward in a timely manner. We have passed a total of 127 bills out of the Senate so far, with many more to come in the next few weeks. You may track legislation, view bills or listen to the debates live at

The University charges two residency rates of tuition for undergraduate, graduate and law courses:
  • a resident of Kansas rate for students who can meet the University's residence requirements, and a nonresident of Kansas rate for those who do not qualify as a resident of Kansas.
  • At the beginning of each term or semester. the Admissions/University Registrar's Office will publish the residence status for fee purposes of each student who enrolls at the University. No refund shall be made if residence qualifications are met after the end of the fifth week.
    Definition of Residence for Fee Purposes.
    Residence means a person's place of habitation, to which, whenever he or she is absent, he or she has the intention of returning. A person shall not be considered a resident of Kansas unless he or she is in continuous residence and intends to make Kansas a permanent home, not only while in attendance at the University but indefinitely thereafter as well.
