Now, the 25-year-old with a wife and young son is ready to serve on the front lines of America's war on terrorism, if need be. Reflecting a patriotic swell that has inundated military recruiters in Missouri and Kansas, Dawe has signed on for a one-year trial hitch in the National Guard as a former Army guy inspired to do something for his country since the Sept. 11 attacks.

Fort Leavenworth History
In March 1827, the Adjutant General's Office in Washington, D.C. ordered Colonel Henry Leavenworth to set up a permanent camp near the junction of the Missouri and Little Platte Rivers. Colonel Leavenworth moved up the Missouri River with four companies of infantry and, on 8 May 1827, found a suitable area for a permanent camp. While waiting for official site confirmation, he started a tent camp. Small log and bark huts soon followed, built along what is now Scott Avenue, south of the Post Chapel. Permanent construction began around the Main Parade Area the following year. In September 1827, the site was approved and called Cantonment Leavenworth. Records show the strength of the camp as 14 officers and 174 enlisted men. Thus began one of the most important Army posts west of the Mississippi River. From here a branch of the Oregon Trail led up the steep hills away from the Missouri River. The huge corrals and supply yards for a branch of the Santa Fe Trail sprang up in this area. From here, traders and wagon trains began their long journeys to the West. When the Indian migration began in the 1830s, the post became the center of activities for Indian agents and found itself keeping peace among the tribes. The name of the post was changed to Fort Leavenworth in 1832. When the Mexican War broke out, the fort was used to outfit troops moving to the south. The post, under the command of General Philip Kearny, was the headquarters for the Army of the West. The 1850s were times of turmoil and bitter animosities in the United States. States' rights and slavery were the issues of the day when the territory around Fort Leavenworth opened for settlement in 1854. The town of Leavenworth was established in that year. At the beginning of the Civil War, the Army set up Camp Lincoln at Fort Leavenworth to muster men into the service, train them, and assign them to units for combat duty.

Separate But Equal?
The issue: Does the Constitution allow states to segregate schools or other public facilities on the basis of race or sex? Introduction The issue of whether public facilities may be segregated based on race first arose in the context of transportation, not education. In the 1896 case of Plessy v Ferguson , the Supreme Court concluded that a Louisiana law requiring whites and blacks to ride in separate railroad cars did not violate the Equal Protection Clause. In an opinion that reads as though written by someone from Mars, Justice Brown wrote that the law did not "stamp the colored race with a badge of inferiority" and that any such suggestion is "soley because the colored race chooses to place that construction on it." In a famous and eloquent dissent in Plessy , Justice John Harlan argued, "Our Constitution is color blind, and neither knows nor tolerates classes among its citizens." Beginning in the 1930s, the NAACPunder the leadership of African-American attorney Charles Hamilton Houston began its assault on the "separate but equal" doctrine announced in Plessy. Houston chose to concentrate his efforts on segregation in public education, where he thought the adverse effects of the enforced racial separation could be most easily demonstrated. In 1938, Houston persuaded the Supreme Court that Missouri's refusal to provide legal education for blacks within its own borders (Missouri sent its qualified black law students to neighboring states' schools, paying the tuition) denied blacks the equal protection of the laws. In subsequent victories in the Court, the NAACP gave teeth to the "equal" part of separate but equal: states would have to ensure that separate educational programs were truly equal in terms of resources, reputation, and other measures.

The Smoky Hill Trail was named for the Smoky Hill River that it followed across western Kansas. The Smoky Hill Trail was prompted by the discovery of gold near Denver and the rush to the Rockies in 1859. It was the quickest route there. Salina was the westernmost post on the Smoky Hill Trail in 1860. Col. David A. Butterfield established a stage line, the Butterfield Overland 'Despatch', to carry freight and passengers from Atchison , Kansas to Denver , Colorado. It traveled the 592 mile long Smoky Hill Route during the line's existence (June 1865 - August 18, 1870). Relay stations were built every twelve miles for the passenger's comfort. The stage line was sold in 1866 to Ben Holladay. Ben Holladay sold out in 1866 to Wells, Fargo and Company. The stage line grew shorter as the Kansas Pacific Railroad moved toward Denver, and in 1870 the stage line was no longer needed. An ex-Insider Speaks Out

The points in this essay concerning the dark side of military recruiting largely inform my decision to work incessantly to dissuade young men and women from enlisting. My primary audience is every U.S. citizens because it is necessary that as many people as possible understand the manipulation used by the military to lure young Americans. It is important to question the notion that the all-volunteer military is truly made up of volunteers. If one is lied to about a profession by the people who convinced them to join that profession, then is the person who was lied to a volunteer in the clearest sense of the word? My research has led me to forsake the ideology of "once a Marine, always a Marine", that imposes on us to refer to ourselves as "former Marines" and never "ex-Marines". I condemn my past Marine identity, and therefore, I proudly call myself an "ex-Marine" who is against any offensive use of the U.S. military. I am not against the men and women serving in the military per se; I am against the way in which they are used by the government to promote the interests of its richest constituents. My doctoral research on U.S. foreign policy also convinces me that when viewed through the lens of the deceptive process of military recruiting, our actions abroad are further exposed as corruptly violent. Furthermore, I have learned that rarely has our military been used for national defense in its 228-year history. We can remember the War of 1812 and WWII as possibly the only national defense wars, but mostly poor young men and women, for the cause of defending the interests of the rich and the politicians, have fought hundreds of other engagements both here and abroad. Every service member contributes their share, which is why I work hard to dissuade anyone from joining the military.

George S. Webb
Executive Director George S. Webb is a retired Army colonel who served for 31 years on active duty. He was born in Tokyo, Japan when his father was stationed overseas, and he was raised as an Army brat in Japan, in Germany, and throughout the United States. In addition to holding a bachelor of science degree in engineering from the USMA, he has earned a Master of Military Arts and Science Degree from the Army's Command and General Staff College. He also earned a Masters in National Security and Strategic Studies from the Naval War College. His military awards include the Joint Superior Service Medal, Legion of Merit Medals, the Bronze Star Medal, the Air Medal, Meritorious Service Medals, and the Army Commendation Medal. He is an Army aviator, a ranger, and a parachutist. He currently serves as the president of the Topeka chapter of the Association of the United States Army and as a vestryman with St. David's Episcopal Church in Topeka. Colonel Webb is married to the former Rita McCrary of Russell, Kansas. They have four children: Randy (26), Rick (19), Thomas (17), and Sydney (9).
