When Public Understanding of Science Thwarts Standards-Based Science Education John R. Staver Center for Science Education Kansas State University 1999 President, Association for the Education of Teachers in Science What a strange set of historical circumstances, what odd disconnect between science and society, can explain the paradox that organic evolution – the central operating concept of an entire discipline…– remains such a focus of controversy, even of widespread disbelief, in contemporary America?" (Stephen Jay Gould, 1999, p. 2087). All of us who work in institutions of higher learning know that the three traditional segments of a university’s mission are research, teaching, and service. As a science educator working in the culture of a land grant institution, I have long held that research, teaching, and service must be integrated under the umbrella of a professional mission. The research that we conduct, the teaching that we do, and the service that we perform need to be considered as an integrated entity, one that informs, and is in turn informed by, society. I also know full well that many in the scientific community do not concur with this view. Many scientists focus on the research segment of a university’s mission. They integrate teaching with research only in their doctoral programs, and they leave the practical outcomes and implications of their work to others. I think that such a view can, in part, explain the paradox that Gould cites in the quote from his article in the June 25, 1999 issue of

Today amid talk of an overhaul of the state’s school finance formula, critics charge that Kansas underfunds K-12, unfairly distributes state aid to 304 local school districts, and lacks the right incentives for making public schools accountable. Answering each of these points requires thought about the value and price of public education.

March 10, 2004 816-932-1045; jtorchia@kauffman.org KANSAS CITY, Mo. – In recognizing the value of an enriching summer program for urban children and youth, the Kauffman Foundation today announced an aggressive expansion plan to add more Freedom Schools in Kansas City. The Kauffman Foundation board approved $12.9 million to expand Freedom Schools over the next nine years, with a projected total of 20 sites in Kansas City by 2008. That means more local kids than ever before will have the opportunity to have fun while learning during the summer months in the nationally acclaimed Freedom Schools initiative. The Kauffman Foundation will invest more than $1.6 million into the program this year, making it possible for 900 students to attend the six-week Freedom Schools program at nine neighborhood churches in Kansas City, Mo. and Kansas City, Kan. this summer. This funding also will support more than 300 students at six Freedom School sites in St. Louis. The Greater Kansas City Community Foundation will administer funding for the program. “Kansas City is recognized by the Children’s Defense Fund as a model for the Freedom Schools initiative nationally,” Kauffman Foundation CEO Carl Schramm said. “The impact of the initiative for children and the community is evident in the growing demand for more sites and the long waiting lists for Freedom School enrollment. We have the opportunity in Kansas City to bring this program to scale and demonstrate to other cities the many ways Freedom Schools benefit students, parents, teachers and the community at-large.”

Number of Students: Students per Internet-Connected Computer: Number of Teachers: Hours of Technology Training for Typical Teacher: NA Total E-Rate Funding: Kansas school districts had at least one reason to celebrate last school year: They received their largest technology appropriation ever from the legislature. Lawmakers gave each school system $12,500, plus $13.70 per pupil, to spend on technology infrastructure and training. This fall, the state department of education plans to survey districts to find out just how they spent the one-time appropriation, which totaled $10 million. Officials say they hope to gauge how far the money went toward advancing Kansas' fledgling education technology efforts. Also this fall, the education department plans to take to the governor's office a proposal to build a statewide computer network at a cost of $12 million. The network would link K-12 schools to an existing network for higher education and provide educational content at all levels. It would also improve school districts' Internet connectivity. "Only one district is currently not connected [to the Internet] at all, but almost one-third of our districts have dial-up access only," says Jayne James, who coordinates Technology Assistance for Kansas Educators, or take, the department's technology-service bureau. "To really get down to the classroom levelwhere we need to bewe've got a lot of work to do."

Arts Partners is a program of Kansas City Young Audiences in partnership with five school districts (three in Missouri and two in Kansas totaling 104 schools), and 10 arts organizations all located in the Kansas City metropolitan area. The Kansas City Young Audiences board of directors and the superintendents of the participating school districts set the direction for the partnership. Since 1986, Arts Partners has employed the resources of the school and the arts and cultural communities to provide residencies, workshops and performances for students K-12. The focus of Arts Partners is on local educational policy as it is informed by state directives. Each district's goals for its participation in Arts Partners are unique. Arts Partners' design allows the districts to make and adapt programming decisions based on changing curriculum and instructional needs. Teams of district curriculum specialists, representing the fine arts, social studies, language arts and sciences, plan with Young Audiences staff annually to select arts programming which will be integrated into the daily classroom experiences of students at all grade levels.
