Chapter 77.STATUTES; ADMINISTRATIVE RULES AND REGULATIONS AND PROCEDURE Article 4.RULES AND REGULATIONS Definitions.
As used in K.S.A. 77-415 through 77-437, and amendments thereto, unless the context clearly requires otherwise: (1) "State agency" means any officer, department, bureau, division, board, authority, agency, commission or institution of this state, except the judicial and legislative branches, which is authorized by law to promulgate rules and regulations concerning the administration, enforcement or interpretation of any law of this state. (2) "Person" means firm, association, organization, partnership, business trust, corporation or company. (3) "Board" means the state rules and regulations board established under the provisions of K.S.A. 77-423 and amendments thereto. (5) "Environmental rule and regulation" means: (A) A rule and regulation adopted by the secretary of agriculture, the secretary of health and environment or the state corporation commission, which has as a primary purpose the protection of the environment; or (B) a rule and regulation adopted by the secretary of wildlife and parks concerning threatened or endangered species of wildlife as defined in K.S.A. 32-958 and amendments thereto.

The Regulation of Private Schools In Kansas
Kansas law allows state accreditation of nonpublic schools.
Kan. Ann. Stat. § 72-7513(a)(3).
Registration/Licensing/Accreditation : The Kansas Board of Education accredits public and nonpublic elementary and secondary schools. Kan. Ann. Stat. § 72-7513(a)(3). Nonpublic schools are not required to be accredited, however. The official custodian of every nonaccredited private elementary or secondary school must register the name and address of the private elementary or secondary school with the Kansas Board of Education. The purpose of this provision is to make available the name and location of the school for the request of student records in the event of a student transfer. Kan. Ann. Stat. §§ 72-53.101; 72-53.102.
Recordkeeping/Reports : The governing authority of a nonpublic school must designate an employee to report students who are not regularly attending school as required by law. The designation must be made by September 1 and certified to the Secretary of Social and Rehabilitative Services, the County or District Attorney, and the Commissioner of Education, or their designee, within 10 days. If a student is absent without excuse for three consecutive school days or 5 or more school days in any semester, the nonpublic school shall notify the parents of their legal responsibility, and if an appropriate response is not received, file a report of the absences with the above authorities. Kan. Ann. Stat. § 72-1113.

City considering ordinance to override neighborhood contract By Joel Mathis , Journal-World Monday, May 3, 2004 Wood shingles may look pretty on a rooftop, but Stewart Nowlin doesn't want them on top of his house. advertisement "It endangers the safety of the family and of the neighbors," Nowlin said last week. He believes the "shake" shingles are more prone to burn than other types, and the fire chief agrees with him. Nowlin would like to replace the wood shingles on top of his home in the 4600 block of Harvard Road with ones made of another material, such as asphalt. He can't.

Just in time for the New Year, the U.S. Department of Education issued final regulations concerning the implementation of No Child Left Behind , and because the Administration stuck to the intent of the law i.e. TO LEAVE NO CHILD BEHIND many school district administrators are reeling. Because they accept federal funds under Title 1, school leaders must offer parents options when their school has been deemed failing after two years. While this has been so since the early part of this year, school district officials have been able to get away with offering only a handful of options to parents in need. The honeymoon is over, the regs basically declared: from now on, capacity is no longer an excuse. The new federal law requires school leaders in states and communities to provide options, which means they'll no doubt have to get creative in order to ensure that no child indeed gets left behind.
