The members of the Wichita Technical and Professional Unit (WTPU) firmly rejected Boeing’s second contract offer by a vote of 70.4% to 29.6%. The votes were counted on Friday, May 28.The WTPU also voted in support of strike authorization by 74.7% to 25.1% with 0.2% abstentions. The authorization does not call for a strike now, but gives union negotiators the ability to call represented members out on strike if necessary as negotiations continue.
"The best way to avoid a fight is to show we are strong enough to win," said Bob Brewer, SPEEA's Midwest director. SPEEA bylaws require a seven-day period before calling members out on strike. However, the vote does indicate the members are ready to take action to get the company to put down a fair offer.

ERIC Database NOTE: Big changes in the ERIC system took place at the end of 2003. All of the 16 Clearinghouses were closed on December 19, 2003. In January of 2004, the U. S. Department of Education will begin to "reengineer" the ERIC system. The ERIC database will continue to be available, but only those materials already slated for inclusion by the Clearinghouses at the end of 2003 will be added. The database will remain static until later in 2004 when the reengineering plan becomes finalized. At that point, materials published from January 2004 forward will be added. Early in 2004, it appears that most of the Clearinghouses have plans to move their resources, or have already moved their resources, to new sponsoring sites. Some states use the federal laws while others have their own state laws. Fewer than 1,000 broilers - In many states, if you do not sell meat across state lines and you do not market poultry from other farms, you can raise and process up to 1,000 birds a year and be exempt from federal inspection rules. Check with officials in your state department of agriculture or health before processing to clarify the exemptions allowed.

Kansas State Collegian Speech pathology majors will be seeing some changes due to new licensing regulations recently passed by the State Board of Education. Prior to the new regulations, speech pathology majors wanting to work in school systems received two kinds of credentials: a certificate through the College of Education and a license through their profession or business. With the new licensure program, educators no longer receive certificates. They receive licenses, and with that comes different standards and requirements. Under the new regulations, speech pathology majors will no longer receive certificates, now called licenses, through the College of Education. They only need their license through their employer. Julie Schraeder-Neidenthal, director of clinical service, said while many think having only one license is a good thing, she does not. In order to be certified through the State Board of Education, speech pathology majors had to complete two externships, one working in an adult medical site and one in a child education site. Completing both was required in order to be certified through the board. Now that the only license comes through their profession, both externships might not be required by K-State. Schraeder-Neidenthal said she's afraid not having this requirement will have a negative effect.

Master of Science Degree (report and thesis option)
Report option
A Food Science Master's degree, report option requires 28 hours of course work. Up to 10 hours of graduate credit directly relating to food science can be transfer credit. A bachelor's degree is required for entry into the program and the program requirements and application procedures are the same as for the on-campus graduate program. A written master's report is required and counts for 2 hours of graduate credit. Thesis option
A Food Science Master's degree, science option requires 22-24 hours of course work. Up to 10 hours of graduate credit directly relating to food science can be transfer credit. A bachelor's degree is required for entry into the program and the program requirements and application procedures are the same as for the on-campus graduate program. A thesis involving a research project is required and counts for 6 hours of graduate credit. An administrative fee of $450 per term (three terms per year), from start to finish of the degree requirements, is charged in addition to the cost of courses taken. The $450 fee is paid each term regardless of the number of credit hours taken. If the fee is not paid, the student is dropped from the program and must reapply to continue.

APPROVAL OF AGENDA Chairman Gilmore noted for Board members that there was a replacement action sheet for item 12 b., replacement supplemental information for item 12 i. 1), and that item 12 j. 4) should be pulled because approval had been granted at the October meeting. The Chairman asked if there were any other changes to the agenda. Mr. Hill asked that item 12 i., the recommendations to conditionally accredit four schools, be pulled from the consent agenda. Dr. Wagnon asked that item 12. p., funding priorities for the 1999-2000 Education Excellence grant program, be pulled from the consent agenda. Mrs. Holloway asked that she be given additional information on item 12 q., receipt of the end-of-year report from Greenlawn Elementary Charter School, and that it be pulled from the consent agenda. There being no further changes, Mrs. Morrison, with a second by Mrs. Holloway, moved that the agenda be approved as amended. The motion carried. APPROVAL OF THE MINUTES Chairman Gilmore indicated that the Secretary had asked that a correction be made to the names approved for FY 1998-99 Kansas internship grants. There being no other changes, Chairman Gilmore asked for approval of the minutes of the October meeting. Dr. Wagnon moved that the minutes be approved as corrected. Mrs. Brown seconded the motion and the motion carried.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

(This statute is being used with the permission of the Revisor of Statutes of the State of Kansas.)
(a) The board of regents may adopt rules and regulations for the admission of students at the state educational institutions. Effective for the 2001-02 academic year and thereafter, the rules and regulations shall include the following: Each Kansas resident who has graduated from an accredited Kansas high school and who is seeking admission to a state educational institution shall be admitted if the applicant for admission has achieved at least one of the following: (A) The applicant has completed the precollege curriculum prescribed by the board of regents with a minimum grade point average of 2.0 on a 4.0 scale or has been recognized by the board of regents as having attained a functionally equivalent level of education; or
(B)

Appendix D - RESIDENCY RULES AND REGULATIONS Article 3GUIDELINES FOR THE DETERMINATION OF RESIDENCY FOR FEE PURPOSES 88-3-1. Student Information. Whenever a question arises concerning a person's residence classification for fee purposes, that person shall be provided with a copy of information substantially as set forth in this regulation, together with K.A.R. 88-3-2 through 88-3-13. "Carefully read the information, statute, and regulations that follow. Then, if you believe you should be eligible for resident classification for fee purposes, complete the attached application for residence classification and submit it to the registrar within 30 days of your notification of classification as a nonresident for fee purposes. When an appeal is made by a student from a determination that the student is a nonresident, the student must pay nonresident fees at the time designated for payment of fees. If the student is found to be a resident, the difference between resident and nonresident fees will be refunded. Subject to the provisions of K.S.A. 77-601, et seq . decisions of the residence committee shall not be subject to further administrative review by any officer or committee of the university, or by the state board of regents."
