Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

    What we know as the Individuals with Disabilities Education Act (IDEA) was originally enacted by Congress on November 19, 1975, as Public Law (PL) 94-142. At that time it was called the Education for All Handicapped Children Act of 1975. Congress enacted this legislation in response to the outcomes of two Supreme Court decisions, as well as to factual information provided by testimony in Congressional hearings that was impossible to ignore. Because there was no mandatory special education law at the federal level prior to 1975, many students with disabilities were provided an inadequate education or none at all: many states allowed schools to exclude children with disabilities from their mandatory attendance laws. If special education was offered, generic special education classes were often provided, in which students with all varieties of disabilities were placed in one classroom, or were required to attend segregated programs. Often the only choice for deaf and hard of hearing students was a state school for the deaf.

  • Definition of a Non-immigrant A nonimmigrant is any alien whose reason for coming to the United States involves a temporary stay that will end when its purpose has been accomplished. Nonimmigrant visas are issued in accordance with provisions of Section 101(a)(15) of the Immigration and Nationality Act , as amended. Most students receive F-1 visas and enter the U.S. in F-1 status to pursue a full course of study in an academic institution or to engage in language training. Foreign scholars (professors, researchers) are usually in J-1 or H-1 status. Immigration Documents Much confusion exists over certain basic concepts and processes of immigration. The visa and the arrival-departure card (I-94) have meaning and importance. Visa Definition . A visa to enter the U.S. as a nonimmigrant is a stamped entry on a page of the passport. It enables the passport's bearer to request the immigration officer at the port of entry to grant him admission to the U.S. under conditions specified for the type of visa the bearer holds. This document does not guarantee entry since the alien must pass through inspection and show that he/she still qualifies within the status prescribed by the visa. Visa stamps cannot be obtained within the United States . Application for a new stamp must be made in person at a United States consulate or embassy outside the United States . The validity period of your visa stamp does not determine the length of time you may remain in the United States after you enter. Once entry is made, the visa is no longer of importance. How long the person remains in the United States is determined by the inspecting officer at the point of entry and is endorsed on the arrival-departure card.

    Summary of New Licensure Requirements for School Library Media Specialists
    1. Before anyone can add the Library Media Specialist to his or her Kansas teaching license, he or she must complete the content test. Test number 10310 is offered by the Educational Testing Service (ETS). Registration Bulletins may be obtained at any four-year institution of higher education and at most junior colleges. This requirement was effective September 1, 2003.
    3. After September 1, 2004, you are not eligible for a conditional Library Media License unless you have a professional license or a current 5-year certificate. To move from a conditional license to a professional license, you must successfully complete the supervised internship on the job. This is the performance assessment for advanced degree programs. If the LMS is not employed as a LMS in a public school during the time of the first two-year conditional, he/she may apply within five years of issuance of the first two-year conditional for a two-year extension (another two-year conditional). If a person does not apply within five years of issuance of the first two-year conditional, he/she can retake the content test provided it has not been completed within one year or take eight graduate semester hours in Library Media.
