WHAT IS HUNTER EDUCATION?
Hunter education is a program teaching hunters to be safe, knowledgeable and responsible. By law, the course must be at least 10 hours in length, with most courses lasting 12 hours or longer. The courses are organized and conducted by volunteer instructors in many communities across the state. These dedicated men and women believe that hunter education holds the key to the future of hunting. The course consists of subjects covering hunter responsibility and ethics, history of firearms, firearms basics, ammunition, basic gun safety, alcohol and drugs, bowhunting, conservation and wildlife management, wildlife of Kansas, first aid, survival and boating safety for hunters. Course times and location of classes vary from instructor to instructor. Where possible, students may live fire or go through simulated hunting situations.

CURRICULUM AND INSTRUCTION
Health Education
Kansas does not require schools to provide instruction in health education, nor do high school students need to complete coursework in health education to graduate.
The state has not formally adopted standards, but recommends that schools use the National Health Education Standards . The state does not have a required or suggested curriculum.
Students in Kansas are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education Education Regulation (1996) requires each local board of education to provide a comprehensive education program in human sexuality, including information about sexually transmitted diseases, especially AIDS, in the elementary and secondary grades. However, the Education Regulation states "this shall not be construed as requiring endorsing or encouraging the establishment of school-based health clinics or the teaching of birth control methods." The state does not require schools to follow a specific curriculum, nor does it provide a suggested framework. The Education Regulation also requires local schools to develop procedures for allowing parents or guardians to remove a student from portions of health education.

    KANSAS STATE BOARD OF EDUCATION MEETING MINUTES March 14, 2000 CALL TO ORDER Chairman Voth called the meeting to order at 10:06 a.m. on Tuesday, March 14, 2000, in the Board Room of the State Board of Education Building, 120 SE 10 th Avenue in Topeka, Kansas. ROLL CALL Members present were: Steve Abrams Harold Voth John Bacon Janet Waugh Mary Douglass Brown I.B. "Sonny" Rundell Dr. Wagnon, Mr. Hill and Mrs. DeFever were attending a legislative hearing and would be joining the Board at its conclusion. Mrs. Holloway was not present because of a death in the family. APPROVAL OF AGENDA Chairman Voth reported that because of a legislative hearing conflict on the Department budget, Deputy Commissioner Dennis had requested that his legislative report be moved to the morning. To accomplish the change, discussion of the February recommendation from the Evaluation Review Committee and the Board Policy Committee recommendations would need to be changed to the first items after the lunch break. Dr. Abrams asked that consent agenda item 13 h., concerning a conditional accreditation of a school, be pulled for further information. There being no additional changes, Mrs. Brown moved, with a second by Mr. Bacon, that the agenda be approved as amended. The motion carried. APPROVAL OF THE MINUTES Chairman Voth asked for approval of the minutes of the February, 2000 meeting. Dr. Wagnon asked that the parenthetical statement about his absence after the vote on the contract for external review of the science standards be removed, noting that because his absence was mentioned earlier, it was redundant. Mr. Rundell moved, with a second by Mr. Bacon, that the minutes be approved as amended. The motion carried.

    Federal Education Regulations Slashed by a Third; Goal to Eliminate or Reinvent 93 Percent of Rules
    Responding to President Clinton's regulatory reinvention pledge, the U.S. Education Department today announced plans to eliminate or revise 93 percent of its regulations. Just since May, U.S. Secretary of Education Richard W. Riley said more than 30 percent of regulations have been eliminated. "We will regulate only when necessary and then with as much sensitivity and as little burden as possible," Riley said. "We will continue to reach out in many ways across the country to find out what customers want and don't want in our regulations, guidance and services." The department's action follows President Clinton's announcement in March of his Regulatory Reinvention Initiative, challenging every agency to review its rules and procedures to reduce the regulatory and paperwork burden. To launch its reinvention effort, the Education Department published a notice in the May 23 Federal Register eliminating more than 30 percent of its regulations. Gone are 88 parts nearly 400 pages of the Code of Federal Regulations that were obsolete and unnecessary.

    Washington, D.C. Mr. Chairman and Members of the Subcommittee: I appreciate this opportunity to testify in support of the Goals 2000: Educate America Act . This hearing is taking place at a critical time, because education is more important to the Nation than ever before, and because we are starting to show important progress in education achievement and performance. SAT scores are up. Students are taking tougher courses and, as a result, math and science scores have gone up. But we still have a long way to go. Now is the time for those of us at the Federal level to do everything we can to help move education forward in this country. Supporting the continued implementation of Goals 2000 is one very important step.
