    Curriculum-Based Measurement Northeast Kansas Education Service Center Lecompton, Kansas Director: Jim Wheeler, PhD. ....Measuring Learning Outcomes and Making Data-Based Decisions Using Curriculum-Based Measurement is a three-year model being developed by the Northeast Kansas Education Service Center to change pre-referral, referral, identification, classification, placement, and program delivery practices in special and general education programs in Kansas. ....Addressing school reform issues and Quality Performance Accreditation, the project grounds district restructuring efforts to the basic unit of school instruction: the general education classroom. The project aligns general and special education teachers to work cooperatively and collaboratively within the general education classroom. Together, teachers can access and plan appropriate classroom support services, set achievement standards and evaluate student progress using continous performance measures of the child's progress in the curriculum taught. ....Curriculum-Based Measurement is developing a regional, normative base for selecting students in need of special services. Development of regional curriculum-based achievement standards provides a curriculum-centered rationale for the level and duration of instructionally-appropriate special education support services. Student eligibility for special education services is determined through frequent classroom assessments of the student's proficiency in the school's curricula.

    NEKESC BOARD AND SETA NEGOTIATIONS BEGIN
    Initial proposals from the NEKESC Board of Education and SETA have been received. The first meeting is anticipated in February regarding possible changes in the negotiated agreement which is part of the contract for certified NEKESC staff. The Board noticed the following items: VII. Grievance Procedure, VIII. Leave for Certified Staff, XIII. Pay Increments and Differentials, XVI Reproduction of the Agreement, XIX. Transfer Policy. On November 20 students from rural Atchison and Jefferson County high schools were welcomed to their first Model United Nations at the Northeast Kansas Education Service Center in Lecompton by Director of Special Education, Patty Hart. Gifted facilitators Kathy Saving, Alana Kasparek and Julie Frisbie organized delegations from area high schools to prepare for participation in the Topeka Model United Nations, which is held each spring. Students did research on the internet, wrote position papers from the point of view of the countries they represented, worked in groups to write resolutions for solving various world problems, elected officers and convened the general assembly to consider the resolutions. The one resolution passed was to prevent North Korea from continuing to produce nuclear weapons.

    The following is testimony given by Lee Allison, Director of the Kansas Geological Survey and State Geologist to the Kansas State Board of Education. August 9, 1999

    Dear Ms. Holloway:
    I urge you to adopt the science education standards prepared by the panel of science instructors. The alternative standards presented to you will shortchange our students, put them at a disadvantage, and will constitute an educational disservice to them. Kansas will be identified as an intellectual backwater. It will be ridiculed and avoided by people of learning and enterprise and will be ignored by industry and business as Kansas seeks to compete in the global marketplace. The scientific method is a self-regulating process that not only allows but demands rigorous and open debate on issues. Disbelievers of processes such as evolution have every opportunity to take new data and alternative explanations into the scientific marketplace to see if they can withstand critical scrutiny. While there are continued investigations into its mechanisms, evolution is as valid as theories explaining gravity, electricity, or nuclear fission. It is to the intellectual benefit of Kansas students and the economic benefit of all Kansans that the State Board of Education adopt the science education standards proposed to the Board by a panel of science instructors. By failing to adopt these standards or by adopting weakened standards or standards advocated by special interest groups, you risk sending a message to the nation that we have turned our back on the enlightened philosophies that have guided Kansas since before it became a state.
