The Kansas Water Office and the Kansas Water Authority were established in 1981. The Kansas Water Office with 22.5 employees is the water planning, policy, coordination and marketing agency for the state. The Kansas Water Authority is statutorily within and a part of the Kansas Water Office. It advises the Governor, Legislature and the Director of the Kansas Water Office on water policy issues. The Kansas Water Authority is responsible for approving water storage sales, the State Water Plan, federal contracts, regulations and legislation proposed by the Kansas Water Office. The primary statutory function of the agency is the development and implementation of the State Water Plan. State law requires the Kansas Water Office to “Formulate on a continuing basis a comprehensive State Water Plan for the management, conservation and development of the water resources of the state. Such State Water Plan shall include sections corresponding with water planning areas as determined by the office.” (K.S.A. 74-2608 et seq.)

Each State has a protection and advocacy agency that receives funding from the Federal Center for Mental Health Services. Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses. These facilities, which may be public or private, include hospitals, nursing homes, community facilities, board and care homes, homeless shelters, jails, and prisons. Agencies provide advocacy services or conduct investigations to address issues that arise during transportation or admission to such facilities, during residency in them, or within 90 days after discharge from them. Colonel (Retired)
George S. Webb
Executive Director George S. Webb is a retired Army colonel who served for 31 years on active duty. He was born in Tokyo, Japan when his father was stationed overseas, and he was raised as an Army brat in Japan, in Germany, and throughout the United States. In addition to holding a bachelor of science degree in engineering from the USMA, he has earned a Master of Military Arts and Science Degree from the Army's Command and General Staff College. He also earned a Masters in National Security and Strategic Studies from the Naval War College. His military awards include the Joint Superior Service Medal, Legion of Merit Medals, the Bronze Star Medal, the Air Medal, Meritorious Service Medals, and the Army Commendation Medal. He is an Army aviator, a ranger, and a parachutist. He currently serves as the president of the Topeka chapter of the Association of the United States Army and as a vestryman with St. David's Episcopal Church in Topeka.
