Date: 02/12/99 22:15 JEFFERSON CITY - The first Missouri Senate hearing about police seizures of drug money asked a key question Thursday: When is a seizure a seizure? That is crucial because state law requires any money seized by police to be sent through state court. Those courts then usually forward the money to education. But in many cases police apparently have handed the money to federal agents, who then turn some of it back to police. Several representatives of law enforcement said Thursday that police weren't violating Missouri law because they never really seized that money - they merely held it for federal agents to seize. But others said the law was clear: Police make a seizure when a reasonable person does not feel free to leave and take his property with him. The special Senate subcommittee asked the attorney general's office to draft legislation defining a seizure. `I think there is confusion over when a seizure occurs,'' said John Watson, an assistant attorney general.

The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers

Its primary purpose is to represent poor people on death row and to train lawyers who also accept pro-bono cases for death row inmates. The Clinic is supported by court-appointed fees, in-kind support from the UMKC School of Law, a grant from the Missouri Lawyer Trust Account Foundation and private charitable contributions. The Clinic comprises four attorneys supported by a paralegal, an office manager, and a fluctuating team of interns. Sean O'Brien is the executive director and a highly respected capital attorney, Kent Gipson and Phil Gibson are seasoned criminal defence lawyer, and Joe Luby is a highly talented young attorney. Jill Gibson (paralegal) was our supervisor and mentor during our time at the clinic, and it is fair to say that she mothered us terrifically well! Ethel Gurke, the office manager, was enormously helpful in arranging our placement.

David Hayes It's not tough to predict the economic climate of Kansas City's technology business community these days: For every silver lining there apparently has to be a dark cloud. On the silver lining side this week, Planet Alumni Inc. of Overland Park has received enough financing to keep the Internet business running until it starts making a profit, company officials said. Enter the dark cloud. RecordsCenter.com of Kansas City did not get any more cash from investors, and the company has closed. Planet Alumni, an Internet-based software company in Overland Park, received $2 million in venture capital financing from a team that included Kansas City Equity Partners, Jostens, the Bi-State Investment Group and other individuals. The money will keep Planet Alumni going until the company gets out of the red, which is expected late this year, Chief Executive Tom DeBacco said.

The Business Software Alliance Kicks Off Month-Long Truce In Kansas City
BSA Offers Nearly 700,000 Businesses in Atlanta, Kansas City, New York,Oklahoma City and Portland Opportunity to Become Compliant
Washington, D.C., July 2, 2001 – The Business Software Alliance (BSA) today announced the official launch of its Software Truce campaign , a one-month opportunity for Kansas City area businesses to review their software programs and acquire the licenses they need to get legal without facing penalties for past infringement imposed by BSA. This is the fifth Software Truce campaign launched to date. Throughout the campaign, BSA has offered its Software Truce to more than 2.3 million businesses in 18 cities. To date, BSA has generated more than 12,000 calls to the Truce hotline and more than 145,000 page views to the Truce Web site. The BSA’s new campaign will reach businesses simultaneously in Atlanta, GA, Kansas City, MO, New York, NY, Oklahoma City, OK and Portland, OR. Between July 1st and July 31st, businesses in these five cities will receive information from BSA on the Truce campaign and how to participate. Companies that take part in the Truce and take the necessary steps to become fully licensed will be excused from penalties for software violations occurring prior to July 31, 2001*. Over the past nine years, BSA has collected more than $60 million in penalties from companies caught with unlicensed software.

The Associated Press Thursday, May 13, 2004 Kansas City, Mo. Government, lack of congestion and affordability put Kansas City at the top of a Washington think tank's list of 50 cities across the nation. advertisement The National Policy Research Council compiled results from about 160 other studies of the nation's cities, and ranked 50 cities in 11 categories for its guide to America's Best Cities and States: The Annual Gold Guide to Leading Rankings. Kansas City was 20th overall. But it got the No. 1 rankings for government and infrastructure, meaning congestion, affordability of housing and parking, as well as how "wired" the cities were. Among 50 big cities nationally, Denver ranked first overall. St. Louis was 37th, and was 48th and 21st in the government and infrastructure categories. In other categories, St. Louis was 13th in economic dynamism while Kansas City was 18th; for business climate, St. Louis ranked 29th and Kansas City was 32nd. The research council also ranked states in other categories.

Researchers predict the number of people with diabetes globally will actually double over the next three decades and that the United States will experience a far more rapid increase than previously expected.     Negligence And The Professional "Debate" Over Responsibility For Design Instructor's Guide Introduction To The Case On July 17, 1981, the Hyatt Regency Hotel in Kansas City, Missouri, held a videotaped tea-dance party in their atrium lobby. With many party-goers standing and dancing on the suspended walkways, connections supporting the ceiling rods that held up the second and fourth-floor walkways across the atrium failed, and both walkways collapsed onto the crowded first-floor atrium below. The fourth-floor walkway collapsed onto the second-floor walkway, while the offset third-floor walkway remained intact. As the United States' most devastating structural failure, in terms of loss of life and injuries, the Kansas City Hyatt Regency walkways collapse left 114 dead and in excess of 200 injured. In addition, millions of dollars in costs resulted from the collapse, and thousands of lives were adversely affected. The hotel had only been in operation for approximately one year at the time of the walkways collapse, and the ensuing investigation of the accident revealed some unsettling facts:

    Electric Insurance Company Streamlines Policy Rating with Web Services
    Electric Insurance Company, a national writer of personal insurance, was established 35 years ago to serve the needs of General Electric employees. The company now offers home, auto, and umbrella policies to the general public in all 50 states. Traditionally, the company directly wrote insurance policies for GE employees and those referred to the company by GE. Over the past six years, however, the company began to expand its marketing efforts by partnering with many Web-based insurance and rating services, and enrolling independent insurance agents as well. As Electric Insurance began to roll out new Web applications to support new business lines, the speed at which they could bring pricing changes to market was a major IT challenge. This dilemma was worsened as they attempted to integrate the more modern Web-based systems with their existing COBOL policy rating engine. Electric Insurance utilizes the mainframe for core GE and non-GE business, but at the same time had to copy the rating engine into the newer direct Internet group modules (see diagram below). Maintaining separate copies of the rating systems was redundant and expensive, so to improve operational efficiency, Electric Insurance wanted to eliminate the need for the COBOL rating engine and multiple copies.
