Classes will have a variety of formats. I will present lectures for some material, drawing upon the reading assignments from the casebook and supplement and providing additional background or focusing on variations among jurisdictions (with an emphasis on Missouri law). Other classes will be conducted by student presentations of cases or practice problems. Many of these problems will be drawn from the short problems in the text, others will be included in the supplement. You may be asked to draft a sample document; summarize categories of evidence to be introduced in a case; or explore the legal issues and arguments presented by the problem. Occasional quizzes are provided to check your understanding. Grades for the course will be based on a final three-hour examination. The exam will be in-class, open-book, open-note. The questions will be a combination of multiple choice, short answer and essay, similar to the

Kansas City was incorporated in 1850 and played a major role in our nation's history as the gateway for pioneers, traders, and missionaries heading West along the Oregon, California, and Santa Fe trails. Today, Kansas City incorporates 316 square miles over parts of four counties and has a population of 450,000, which ranks as the State's second largest city and 25th nationally. The metropolitan area covers 11 counties in Missouri and Kansas with a total population of 2,000,000. The City is said to have more fountains than any city except Rome, and more boulevards than any city except Paris. It also hosts the nation's first planned shopping center. The Country Club Plaza is internationally renown and covers 14 city blocks with over 150 of the finest stores in the country. Penguins Kansas City firm hired to study Penguins arena options Saturday, May 19, 2001 By Joe Mandak, The Associated Press PITTSBURGH HOK Sport Inc., the Kansas City firm that designed PNC Park and the new Pittsburgh Steelers stadium, has been hired to help the Pittsburgh Penguins study options for new arena. Carrie Plummer, an HOK spokeswoman, said the contract does not go beyond a study. "We're looking at options both for the existing arena and a new arena," Plummer said. The Penguins are scheduled to complete the $8 million purchase of the former St. Francis Central Hospital, across the street from Mellon Arena, on June 15 about the time the National Hockey League wraps up the Stanley Cup playoffs. The Penguins trail the New Jersey Devils 2-1 in the best-of-seven Eastern Conference Final series, which resumes in Pittsburgh this afternoon.

Study Design: Treatment, Double-Blind, Safety Study Further Study Details: Patients are randomized to receive SNX-111 or placebo (AS PER AMENDMENT 1/22/98: with randomization weighted 2:1 in favor of SNX-111) via external pump and an intrathecal catheter (thin tube inserted into the spinal canal). (AS PER AMENDMENT 1/22/98: the dose is increased every 24 hours, in the absence of onset of analgesia or adverse events. After 2-5 days, patients who respond to their medication continue treatment at home for 5-8 days. Patients who do not respond will be switched to the other regimen (i.e., placebo to SNX-111, or SNX-111 to placebo). After 10 days, responding patients are unblinded and asked to enroll in the long-term, open-label extension protocol. Patients remain on a fixed dose at the therapeutic level found in the previous study. The dose may be increased or decreased at the discretion of the investigator. Patients may continue therapy on a long-term basis until the drug is approved.

Mike Castle (R-DE), would allow direct coordination between Head Start and state programs in up to eight qualified states, permitting state programs to be united with the federal program to create a system that provides the best qualities of both for the disadvantaged children Head Start is intended to serve. The House bill would also give such states a more significant role in the financial oversight of Head Start, addressing the financial accountability problems brought to light at Head Start operations in a number of U.S. cities last year in which millions of Head Start funds intended for children and teachers were instead squandered or wasted on executive perks and other reported abuses "Head Start isn't perfect, and neither are most state-funded programs. A combined effort is needed by states and the federal government to help Head Start meet its true potential and that's what the House-passed Head Start bill would begin to allow in up to eight of the most qualified states," said House Education & the Workforce Committee Chairman John Boehner (R-OH). "Under the House-passed bill, participating states would be required to increase their spending on early childhood education, high standards would be required, and it would be much more difficult for federal Head Start funds intended for disadvantaged children and teachers to be wasted and squandered by local executives on lavish perks."

UMKC study gets national attention Missouri's prevailing wage law should not be repealed, according to the UMKC economics department Fadhel Kaboub Apr. 26 . 2004
Missouri was the 26th state in the union to pass its prevailing wage law (PWL) in 1957, more than 70 years after Kansas which was the first state to pass the law in 1891.
Prevailing wage laws require that construction workers on public projects be paid the wages and benefits that are found by the Department of Labor to be "prevailing" for similar work in or near the locality in which the construction project is to be performed.
Opponents of the PWL claim that it increases the cost of public construction in the State of Missouri, a cost that is ultimately a burden on taxpayers.
The Missouri law has been amended three times, in 1986, 1987, and 1993. This year's legislative session might see a fourth amendment to Missouri's PWL.
A study published in January 2004 by the department of economics at UMKC is now getting increasing attention not only by state legislators but also local media, labor unions, and PWL experts nationwide.
The Kansas City Aurora was the first media to report the publication of the study and its importance to the economy of the state of Missouri (Jan. 26).

Date: 03/25/99 22:15 The Missouri Highway Patrol often circumvents state laws that require seized drug money to go to public education, a state legislative committee concluded Thursday. State law requires any money seized by a state or local law enforcement agency to be sent to state court, which usually gives the money to schools. But the patrol instead often gives money it seizes to a federal agency, which returns a portion to the patrol, according to a report by the joint Committee on Legislative Research. "It is time the state of Missouri got a hold of its problems and that school districts get what our laws say they should get," said Sen. Harry Wiggins, a Kansas City Democrat and a member of the committee. The report was the first official study released by the state since The Kansas City Star wrote in January that state and local police were diverting millions of dollars from schools. Among the report's findings:
  • The Highway Patrol often does not get approval by a state judge to transfer money to a federal agency even though troopers made the seizure.
