WICHITA
EARLY LIBRARY HISTORY
The first library movement in Wichita occurred December 4, 1873, when the Wichita Library Association, was granted a charter and a corporation was made. Evidently this library failed, and in the spring of 1874 there was an attempt to establish a mercantile library association but it also failed. In 1876, a new Wichita Library Association was begun, and the first library was opened in 1877. The movement soon failed and ceased to exist in 1885 when the association turned the books over to the city. In the late 1880s the Sedgwick County Library, sponsored by the W.C.T.U., flourished. In 1888, the board of education accepted the gift of this library and other small society libraries, and made them available to the public.

In 1889, the Legislature gave approval for boards of education to establish and maintain public school libraries. The Public School Library was located in the city hall from 1893. Beginning March 1, 1900, the city agreed to appropriate $50.00 per month for the library's support and the library became a free, rather than a subscription library. In 1909, the Legislature repealed the 1889 tax law which empowered boards of education to levy a tax for the support of a public library, but the board continued to operate the library until August 1, 1911, when it was turned over to the city.
THE CARNEGIE LIBRARY
Negotiations with the Carnegie Corporation were begun in 1911, and on July 13, 1912, $75,000.00 was offered for a building. The city agreed to provide the annual $7,500.00 maintenance amount. A site was chosen in the 200 block of South Main (Hamilton Park). Anthony Allaire Crowell was the architect engaged to design the building. Mrs. R. P. Murdock designed the interior, and Arthur Covey did the murals. Elizabeth Stubblefietd Navas created the stained glass windows. The contract was awarded to H. J. Vandenberg. The building was opened to the public May 14, 1915, and dedicated in September of that year. Miss Katherine Cossitt resigned as librarian in protest over the furniture selection, the interior decoration, and what she saw as faults in the library building construction.

Dear Mr. Wynn: As general counsel for Unified School District No. 500, you request our opinion regarding the authority of a unified school district to enter into a contract. Specifically, you ask whether Unified School District No. 500 may enter into an agreement with the University of Kansas Medical Center and K.U. Physicians, Inc. for the purpose of obtaining telemedicine services. A draft of an agreement between the University of Kansas Medical Center and K.U. ince 1992, Kansas' primary strategy for upgrading its schools has been this: Craft standards for what students should know and be able to do and then design a testing system based on those standards. By last year, the standards had long been completed and the state had amassed two to three years' worth of test results that showed students were slowly progressing toward meeting them. But the whole effort nearly collapsed last summer after state school board members deadlocked over whether to keep paying for the tests. In the end, the tests survivedbut not untouched. The board voted to make the most controversial portion of the testing programits performance-based itemsvoluntary for school districts. As part of the board's resolution, state school leaders also must review the standards and then model new tests on them. Some of those revised tests are scheduled to be in place as early as next fall. Observers across the Sunflower State characterized the board's months-long, 5-5 split on the issue as ideological. The five ''nay'' votes came from newly elected board members who are seen as conservative.

New Kansas Requirements for Fine Arts
Thanks to the efforts of hundreds of arts advocates in our state, the Kansas State Department of Education recently approved new regulations for high school graduation that included one unit of fine arts. Requirements for fine arts programs in Kansas schools include several other stipulations:
  • A component of the new QPA/ESEA regulations specifies that districts must “have in place…quality assurance measures” at both the elementary and secondary levels programs to support learning and growth. Included in these are the computer literacy, counseling services, fine arts, language arts, library services, mathematics, physical education, science , services for students with special needs, and history and government. (SBR 91-31-17) One-hundred percent of those teaching core subjects must be fully certified/licensed in the subject they teach, including music, art and drama/speech. Local boards of education will decide which courses may be included as a fine art (as they do mathematics, science, etc.). The regulatory language that the board agreed upon states, “One unit of fine arts, which may include art, music, dance, theatre, debate and other similar studies selected by a local board of education.” (We’re working to have the word “debate” exchanged for “forensics.”)

The awards are presented annually to teachers who have served the profession long and well and who also typify the good qualities of earnest and conscientious teachers. T he Kansas Master Teacher Program expresses appreciation for the generosity of Bank of America (formerly NationsBank and Bank IV - Emporia). Since 1980, this Emporia bank has pledged $100,000 to permanently endow the Master Teacher Program.     Overview
    The Kansas State Corporation Commission received a 1994 NTIA planning grant to develop a comprehensive statewide telecommunications infrastructure development plan that addresses the needs of businesses, health care and education providers, governments, and the public. A committee of representatives from the state legislature, local and long-distance telephone carriers, and cable operators has been established to oversee the planning and to generate a report. Cooperation between public and private interests is being encouraged, with particular emphasis on training and potential employment effects. The committee's report was due at the end of 1995.

    The Information Network of Kansas (INK) is a state-affiliated public-private network that provides citizen subscribers with Internet access and a wide variety of information on Kansas state and local governments, community organizations, business and industry, libraries, and schools. Individual subscription fees are $50 per account plus $0.40 per minute of use; Internet and email service fees are $0.12 per minute. Additional charges are levied for searches of public information such as the driver's license database; the title, registration, and loan database; and the Secretary of State's UCC database. Access is provided through a modem connection to a toll-free number. INK was the first of several innovative public-private networks established in states seeking a telecommunications network that could serve the information needs of both business communities and citizens. Gov. Kathleen Sebelius, a Democrat, didn't find much in the proposal to like; education advocates scoffed; and school administrators shrugged their shoulders.
